Hydra doesn't lack super soldiers; what it lacks are super soldiers that meet Hydra's requirements. They have plenty of fighters with combat abilities that surpass those of ordinary soldiers, but super soldiers like Captain America and the Winter Soldier are extremely rare. At that point, even Spider-Man would only be able to perish in the Hudson River.

So Viper thought Otto and Spider-Man might be inherently incompatible, while Otto believed Spider-Man was definitely sent by Osborn. Otherwise, there was no way to explain why Spider-Man had come back. Yes, Otto Octavia wasn't exactly a good person, but did this bug have to keep chasing him around every day?
Otto Octavia was furious and decided to settle the score with Spider-Man. But that was a matter for later. First, he had to shut down the current experiment, contain the symbiotes, and pack them up to take them away.

Just as he was operating the equipment and packing away the supplies, Felicia happened to slip into the laboratory. Felicia shook her head and quietly approached. She saw that of the five empty storage slots on the wall, only one, containing pure black slime, had not been used for experiments, and she wondered why.

She glanced at the life support jar monster that was busily collecting symbiotes, then took out her electronic lock pick and stuck it to the wall. With a hissing sound, all the electronic locks on the wall instantly failed. Felicia picked up the jar and hugged it to her chest.

The unappealing black symbiote inside revealed its ferocious eyes and fangs the moment the black cat picked up the jar, gesturing at her—but unfortunately, the symbiote without a host was very weak and couldn't break the glass jar at all.

"Oh, you're really not cute."

"You too, ma'am."

The instant the containment device failed, Otto Octavia understood what had happened, and his mechanical tentacles lunged menacingly at the black cat.
