Because of the Sentinel robots' long-term destruction of the world, only one in ten humans remains. The remaining rulers are militarized and actively exterminate mutants. Most of the humans who helped them have been enslaved and are now serving the current rulers. Sentinel bases have been established in most of the world's uninhabited areas to eliminate hidden mutants.

At the Sentinel Base in New York City, squads of armed soldiers patrolled the area outside the conference room, preventing a final counterattack by the mutants. Inside the base, human soldiers wore special combat suits and helmets designed to prevent telepathy. Magneto's helmet had been stolen by the Sentinel robots, and the evil rulers had scientists mass-produce these helmets to prevent Professor X from using his telepathic abilities to wipe out all of humanity.

"Damn mutants, damn world, good things are dwindling, but the war will soon be won." Commander Smith White of the New York City base was savoring his dwindling supply of red wine and enjoying delicious food. "Its combat capabilities are not as good as the Sentinel Robots... but..." the intelligence officer replied somewhat hesitantly.
