Having traveled back to 1990s Tokyo, Gen Kamiya gained the ability to see through others' "malicious thoughts." He could earn a hefty reward for eliminating those thoughts. Thus, Kamiya became a police officer. "You mean, even if I arrest you, it's useless because you have connections in higher-ups, and all those dirty deeds have long been cleaned up?"
