"Last night, a bloody incident occurred again in the East District, which had been peaceful for a while. According to reports, two low-ranking members of the Masked Society died in a tunnel. Their deaths were similar to those of the previous Masked Society members at the hotel."
Rumors are circulating that this may be related to the long-lost Speaker of the Tribunal, the Blood God, and vampire rumors are rampant!
In Gotham City Square, the giant screens on the building broadcast today's headlines, and people passing by stop below to watch the news.

A handsome man in a suit sat on the top floor of an even taller building next to the main building, his gaze fixed intently on the news broadcast from the media building.
A middle-aged man slowly and gently placed a plate of drinks on the table in front of him.
His gaze darted back and forth between the boy and the screen.
"Bruce, maybe you should get in touch with your new friend?"

The middle-aged man slowly pulled an envelope from inside his suit jacket and gently handed it to Bruce.
"The matter you asked me to investigate has yielded some results. There were indeed some eyewitnesses, and some even took photos!"
Bruce Wayne slowly opened the envelope. Inside were three somewhat blurry photos, taken at night, so only a vague outline could be seen.
The clearest picture is a frontal shot of the hotel, taken from the second floor across the street.

Gordon slowly hung up the phone, a serious look on his face as he looked at all the clues urgently sent from the East District on the wall.
Those were photos of the Trial Council judging evil, including the first judge, the Blood God who appeared later, the now-famous Catwoman, and various vampires!
All these pictures were connected by thin rope and wall nails. His gaze slowly lingered on these diverse pictures, and he deduced that they were most likely those of the Judge and the Blood God, the two chiefs of the Trial Council.
"To be honest, I think these people—no, I'm starting to doubt whether those two in the Trial Council are even human. Their immense strength, their mysterious physical abilities, and their invulnerability to bullets—it seems to have transcended the realm of humanity!"
One of the police officers couldn't help but exclaim in surprise.
"Ha, haven't you realized there's an even more terrifying place? The Judgment Council seems to have ten more like the Judges and the Blood God!"

Gordon spoke in a serious voice, his words carrying considerable weight as a renowned detective, drawing the attention of the thoughtful officers.
"I'm sure you've also investigated the secrets of vampires. According to European legends spanning thousands of years, the blood god who seems to have existed since time immemorial is not as righteous as he appears. Bloodlust and terror should be his true nature."
But this very being now seems to have become a member of some organization dedicated to fighting evil. Don't you find that a bit suspicious? Considering the twelve chairmen of the Judgment Council, I have strong suspicions that several, or even just one, of these chairmen might be extremely terrifying beings who could transform someone like the Blood God, a being infamous throughout history, into a knight judging evil!

"What I'm most worried about is that above the twelve chairmen of the Trial Council is someone who can suppress everything, and the twelve chairmen are roughly equal in strength!"

The entire police station fell silent in shock at this terrifying conjecture.
The strange atmosphere was broken when a somewhat bewildered young voice slowly rang out.
"Speaking of which, wouldn't it be more advantageous for us if the Tribunal were stronger? Perhaps once all their members came to Gotham, they wouldn't be limited to the East District, and we might even have a much better time! Look at the East District now..."
Before the young officer could finish speaking, he was glared at fiercely by his senior.
"Judging evil? Isn't committing murder in private also evil? Even if the victim is a criminal!"
Gordon couldn't help but scold him.
"You bear some responsibility for Gotham becoming what it is today. As police officers, you actually feared crime and shirked your responsibilities..."
Gordon started swearing and cursing in the police station, but no one dared to argue with him...
