This continued until everyone in the classroom except Umbridge had their attention on Hermione.

"Honey, do you have any questions?"

Her acting skills alone are far superior to those of her boss, Fudge.
"Which part of the book do you not understand? Professor Umbridge would be happy to answer your questions."

Being safe at school does not mean you are safe outside.
So Hermione didn't give her a direct answer.
"I think the name of our course is Defense Against the Dark Arts, not Defense Against the Dark Arts Theory."
Hermione spoke loudly, straightening her chest and meeting Umbridge's gaze at her as she stood on the high platform.
"The overall goal of Defense Against the Dark Arts should be to learn defensive spells, not a bunch of useless theory, right?"
"Are you an education specialist specially trained by the Ministry of Magic, Miss Granger?"
"No, but..."
Before she could finish speaking, Umbridge interrupted her with a triumphant smile on his toad-like face, just as he had been waiting for Hermione to say that.
"Since you're not a professional in this field, I'm afraid you're not qualified to judge the 'overall goal' of any course. Our latest learning program was designed and formulated by wizards who are much older and more intelligent than you. You will learn defensive spells in a safe and risk-free way."
This is similar to criticizing someone's acting skills online, and when netizens ask if you're an expert in the field, you answer no, and they say you're not qualified to comment.
In fact, your reasonable questioning does not require relevant qualifications.
Umbridge excels at wordplay and subtly shifting the meaning of concepts, and Hermione is clearly far less adept at it.

Her goal was to take complete control of Hogwarts on behalf of the Ministry of Magic.
Dumbledore is no longer trusted by Fudge.

Umbridge was the executor he sent to eliminate the danger.
