Chapter 17 You're Right
The unfinished building is not uninhabited; it is homeless, unemployed, and pre-sale homebuyers.
Aside from the lack of water, electricity, renovations, windows, doors, and heating, it's quite suitable for living. The green coverage is nearly 70%, and you can move in with just your belongings, no deposit, and no rent.
Tonight was supposed to be an ordinary day. Homeless people gathered downstairs, using discarded oil drums to start a fire for warmth and chatting about the interesting things that had happened that day, when suddenly a screeching sound of brakes rang out.
Everyone turned to look and saw a car speeding towards them, crashing straight into the oil drum and scattering sparks all over the ground.
The residents scattered like birds and beasts. Yuan Zhensheng jumped out of the car, mingled among them, and escaped into the abandoned residential building under the cover of night.
Shinomiya Rin didn't react in time, still holding the rifle with both hands, even though it was long out of bullets, she was still pulling the trigger.
Instead of rushing into the unfinished building, Kenji Kuwata sat in the car, directing his team members to keep their distance and keep an eye on the building from all sides. Then he used his mobile phone to call people over.

When the call connected, Kenjiro Kuwata's voice was deep and direct, without any pleasantries: "Mr. Shinomiya, this is Kuwata."
"I'm bothering you so late because there's something urgent I need to tell you about your daughter."
He paused slightly, glancing at Shinomiya Rin outside the window: "Your daughter, Shinomiya Rin, was on patrol when, for some reason, she hid in the trunk of my convoy and shot and killed several of my team members."
A moment later, a deep, calm reply came from the other end of the phone:
"yes."
Kenkichi Kuwata signaled the driver to roll down the car window completely, and the night wind blew into the car, carrying the conversation to Rin Shinomiya's ears.
"This incident happened in my territory and involves a life; it's no small matter. I feel this shouldn't be handled unilaterally by me, so I'm calling to inquire how you would like this matter to be properly handled."
Kuwata Kenkichi spoke with great respect, and no one could find fault with him, but his tone was very forceful.
"Is that so..."
Representative Shinomiya sighed cryptically on the other end of the phone, then abruptly changed the subject, asking about something completely unrelated: "Kuwata-kun, what's your thought about what I told you last month?"
"What is it?" Kuwata Kenkichi had long forgotten.
"It's about the land in the Minato Ward. You and Sumiyoshi had a fight over that land, which resulted in so many deaths and severely delayed the real estate development. Construction has been unable to begin, and I'm having a hard time explaining this to the committee," said Representative Shinomiya.
Kuwata Kenkichi suddenly remembered: "Didn't I say? Follow the rules of the underworld!"

"Do with it as you please," Councilor Shinomiya interrupted. "Kill him or cut off his finger, it's fine. No need to notify me."
Kenkichi Kuwata was taken aback and glanced at Rin Shinomiya beside him; the latter looked somber but not surprised, clearly having long been accustomed to it.
"...Mr. Shinomiya".
Kenkichi Kuwata took a deep breath: "Excuse me for speaking frankly... but what you're saying is really not something a father should say."
He paused for a moment, then, as if feeling it wasn't enough, added:
"You can abandon your own daughter so easily... You may be a wise leader, but you are not necessarily a good father."
Representative Shinomiya dismissed it, saying, "Even the most mediocre man can be a good father. In my opinion, that's not a title to be proud of."
Kuwata Kenkichi was thinking of his daughter, which is why he said those things:
"Any position in society can be replaced. You are not a unique member of parliament, and I am not a unique group leader. After we die, someone will naturally take over... But a father is a unique existence for his children."
Representative Shinomiya only replied with one sentence:
"you're right."
