The mayor's office is on the second floor, and the door is half open.

Mayor George was sitting behind his desk, processing documents.

A stack of ranch agricultural subsidy application forms was piled on the table, all submitted by ranchers from the surrounding area.

George looked up and saw Su Chen standing in the doorway, then put down his pen.

"Su Chen, is there something you need so early?"

Su Chen went inside.

He pulled out the development application and property certificate for the western saline-alkali land from the document bag and handed them to George on his desk.

"I want to develop that abandoned saline land west of the ranch, 300 acres. These are the application materials and property certificates."

George put on his glasses and carefully examined each document.

The land boundaries on the property certificate are clearly marked.

It is consistent with the records archived by the Land Administration Bureau and there is no dispute.

"This land has been abandoned for twenty years."

George looked up.

"Are you really going to do this?"

Su Chen briefly explained Old Tom's improvement plan.

Deep plowing, desulfurization, organic fertilizer, salt-tolerant grass seeds, and irrigation with spring water.

Five steps, greenery appears in thirty days, and light grazing can begin in forty days.

The total cost is controlled at around $30,000, with no pollution or subsidy dependence, and is entirely funded by the ranch's own funds.

After listening, George signed the application form on the spot.

"Turning wasteland into grassland can increase the town's agricultural tax revenue, so I have no reason to disagree."

George pushed the signed document back.

"Just do your job, I'll give the Land Administration Bureau a heads-up."

"They will send a specialist to the site to verify the boundary within three days. You just need to cooperate."

Su Chen put the documents away.

George added, "Next month, a delegation from the state agriculture department will be visiting Whitefish to see the agricultural demonstration site."

"Your ranch is doing very well now. I'd like to recommend it as a model site. Would you be willing to cooperate?"

"I'm willing," Su Chen said.

"The entire area will be open for display at that time, including the rotational grazing area, the improvement area, and the breeding area. You can visit them freely."

George nodded in satisfaction and made a note in his memo.

After leaving the town government, Su Chen drove to the town's first state bank.

The bank is located at the main street intersection, in an old stone building with white-painted porch pillars.

Manager Smith was in his office, on the phone with a major client. When he saw Su Chen enter, he quickly hung up and stood up to greet him.

"Su Chen, what brings you here?"

Su Chen briefly explained the land expansion plan.

Smith's eyes lit up when he heard that 300 acres of wasteland were to be developed.

They proactively offer low-interest standby loan lines, which can be withdrawn at any time, with the most favorable interest rate.

Su Chen refused outright.

"We currently have sufficient funds and do not need to borrow money."

Smith did not insist.

Instead, they entered the expansion progress of Su Chen Ranch into the file and upgraded its credit rating by one level.

Sunset Ranch is currently top-tier in Whitefish Town in terms of asset size, cash flow, and credit record.

Smith had long ago listed Su Chen as a key client to maintain.

After leaving the bank, Su Chen drove into the street where the agricultural supply store was located.

Luke's shop is at the end of the street.

Several stacks of hay bales and feed bags were piled up at the entrance, and a delivery truck was being loaded.

Luke was doing his calculations behind the counter when he saw Su Chen come in, so he put down his calculator.

"Hey bro, what big project is it this time?"

Su Chen handed over the list of materials needed for improving the saline-alkali land.

Luke took it, glanced at it, and whistled.

"Desulfurization amendment, well-rotted sheep manure organic fertilizer, salt-tolerant grass seeds... You're going to go all out!"

"That wasteland to the west, 300 acres, will all be improved," Su Chen said.

Luke pulled out a few product brochures from the shelf and showed them to Su Chen.

The recommended desulfurization improver is produced by a local factory in Montana.

It has stable effects and is reasonably priced.

Organic fertilizer uses well-rotted sheep manure, combined with microbial agents, to improve soil organic matter.

Regarding the grass mix, Luke recommends a mixture of ice grass, alkaline cogon grass, and alfalfa.

Ice grass accounts for 50%, alfalfa 30%, and alkaline cogon grass 20%.

This is the most alkali-resistant formula in western Montana.

"The amount of plant amendment used is fifty pounds per acre, so for three hundred acres it would be fifteen thousand pounds."

Luke tapped away on the calculator for a while.

"Including organic fertilizer and grass seeds, the whole package costs $28,000."

Su Chen nodded; the price was about the same as Old Tom's estimate.

He paid a deposit on the spot and agreed to deliver all the goods to the ranch within three days.

Luke patted his chest and guaranteed that the goods would be delivered on time and the quality would absolutely meet the standards.

Su Chen drove back to the ranch and turned into the ranch entrance.

Old Tom was standing at the gatehouse entrance, holding construction plans in his hand.

Su Chen stopped the car and told him that the approval had been granted.

Old Tom immediately unfolded the hand-drawn, improved construction drawings, with the construction sequence marked on the drawings:

First, deep plow the soil, then apply the desulfurizing agent, and then rotary till and mix.

Next, spread organic fertilizer, then sow seeds, and finally irrigate.

Each step included notes and acceptance criteria.

"I'll go over the key technical points again these next couple of days, and I'll keep a close eye on things throughout to make sure nothing goes wrong," Old Tom said.

Su Chen found Emma and asked her to organize the filing materials, classify and bind them, for use when the land bureau verifies them.

Emma moved very quickly.

In less than half an hour, the property certificate, application form, George's signed document, and explanation of the improvement plan were all put into a folder and labeled.

Juan is in the tool shed, maintaining the tractor.

Su Chen walked over and asked him to perform a full inspection of the tractor, deep plow, and rotary tiller.

"The machinery absolutely cannot malfunction."

"The construction process involves high-intensity work, and if it breaks down halfway, it will delay the progress."

Juan patted his chest and said no problem.

Tomorrow I'll go through all the machinery and replace all the parts that need replacing with new ones.

Louis cleans the farm implement warehouse.

He put the seeder, fertilizer spreader, and irrigation pipes back in place, wiped them clean, and arranged them neatly.

Su Chen conducted a follow-up inspection of the rotational grazing area in the evening.

The cattle were feeding and resting normally, with no abnormalities.

The veterinarian called to routinely inquire about the health of the cattle, and Su Chen told him that everything was normal.

The wasteland improvement project on the west side is about to start, and he may be needed to help with soil and grass testing.

He readily agreed, saying he could come anytime.

The supplies arrived three days later, and Su Chen confirmed that construction would begin immediately the following day.

Before returning to his lodgings, Old Tom offered a few more reminders:

"The most crucial part of the improvement is the first ten days; the deep plowing and desulfurization steps must not be taken lightly."

If the depth is insufficient or the coating is uneven, all the subsequent efforts will be in vain.

Su Chen nodded, reassuring him.

Back at the main house, Emma had already organized the filing materials and placed them on her desk.

Su Chen flipped through the documents and saw that every file was properly archived and even labeled.

He closed the folder, stood by the window, and glanced westward.

It was already dark, and I couldn't see anything.

But in another month, that dark wasteland will turn into a lush green meadow.
