Chapter 13 Lü Qi and Fan Yongcheng

When Tao Tang entered the petition office five minutes early, the office director Zhang Xingwu, the petition office director Yao Qiufa, and two petitioners were already waiting there. Clearly, the petition office had just been cleaned; water stains were still visible on the tiles.
