The entire division has multiple modules, multiple levels of permissions, audit trails, copy-proof encryption, and cross-regiment data synchronization. The entire business process is extremely complex.

Without business personnel to help clarify the rules and without testers to cross-validate, the system developed by one person will have a large number of business logic vulnerabilities and will not meet the standards for daily use by the military.
