"The plague doctor will be hostile to any human individual he deems affected by the plague, often to the point of requiring control. If left unchecked, the plague doctor will typically attempt to kill the individual; the plague doctor can bring an organism to a standstill through direct skin contact."
The reasons for this are unclear, and autopsies on the plague doctor victims have yielded no definitive conclusions. After killing, the plague doctor would express frustration or remorse, stating that such actions did little to eradicate the "plague," but would then typically perform crude surgeries on the corpses using instruments from a black medical bag he always carried. These surgeries often resulted in the appearance of zombies, but were not always "successful."
"Zombies are corpses resurrected through surgery by plague doctors, similar to the zombies in zombie movies, but they are under the control of the plague doctors."
"These entities do not appear to have retained their original memories or mental functions, possessing only basic motor abilities and reaction mechanisms. Although these entities are not active, rarely move, and usually walk, they can become extremely aggressive if provoked or instructed by the Plague Doctor. The zombies exhibit active physiological functions, but these differ significantly from currently known human physiology. Despite these changes, the Plague Doctor always claims that these entities have been 'cured.'"
Strange: "What! What is this so-called doctor doing? His so-called treatment is to kill people first and then resurrect them as zombies!"
Chopper: "What kind of doctor is this? He's insulting the name of a doctor!"

[Observation Log: The plague doctor spent several days performing surgery on the bull carcass, requesting only one meal consisting of thin biscuits, salted pork, and hard cheese. The plague doctor first embalmed the carcass. It was observed that the plague doctor removed several long syringes from his bag, each containing a viscous liquid of a different color. The plague doctor described these liquids as "the essence of bodily fluids," and elaborated: "The plague can cause systemic imbalances. In this condition, bodily fluids must be balanced before any real treatment can be administered, otherwise the body will reject treatment."]
Over the next few days, the plague doctor spent considerable time manipulating the organs inside the cow's carcass using large metal tools. Eight days later, the doctor created an electric shock rod and struck several parts of the carcass. This procedure appeared to have a regenerative effect on the cow, allowing it to walk, albeit headfirst and with its limbs displaced.

[Dr. Hamm: We've been watching you work for a few weeks now, and frankly, I'm not sure I understand what you're doing. Could you describe your process in detail?]
[Pandemic Doctor: My God, the procedures are incredibly meticulous. As I told your assistant, you'll find the best explanations of my methods in my logbook, where I meticulously record my work.]
[Dr. Hamm: I understand. My concern, Doctor, is that we still don't understand what exactly you're trying to cure, or how it works, or how turning a organism into a seemingly living, brainless individual helps your goals.]
[Plague Doctor: Don't you understand plague? Even after all this time? Doctor, it's an indescribable terror, it has revealed its true face countless times in the past, and it will do so again in the future. I am fortunate to possess superhuman wisdom and keen senses to find and destroy it, but many like you cannot. To be manipulated by a disease that cannot be fully understood is perhaps a cruel divine punishment!]
[Dr. Hamm: This still doesn't answer my question. How can your treatment be considered treatment?]
[Plague Doctor: (Suddenly becoming agitated) That is the cure! You may laugh at my efforts, but do not tarnish the name of this science, which has developed to such a great and compassionate state. What your short-sighted vision sees here is a life more worthy of anticipation than any other, despite the suffering it endured from the plague. This creature is now cleansed, no longer spreading the plague, nor having to experience the terror it was meant to suffer.]

[Researcher's Note: The Plague Doctor does seem to genuinely want to help other humans, although it has yet to provide a single instance confirming its ability to save us. I have been observing for several weeks, and despite the apparent lack of change, the Plague Doctor continues to claim that its healing techniques are increasingly approaching perfection. I believe this entity may know the true extent of its achievements better than we do.]
[Appendix: Epidemic Medicine. 3: A Major Event]
[Shortly after the initial containment of the Plague Doctor, Dr. Ham conducted several interviews with the entity regarding its anomalous nature and, over time, noticed its growing dissatisfaction with its experimental subjects and zombies. This continued for several months, during which time the Plague Doctor never exhibited any aggressive behavior.]
One day, when Dr. Ham entered the Plague Doctor's lab for another routine interview, it became anxious and asked Dr. Ham if he was feeling well. Following protocol, Dr. Ham reminded the Plague Doctor that he needed to be interviewed, after which the entity became hostile and attacked Dr. Ham, killing him. Due to a failure of the security protocol and Dr. Ham's failure to activate the indoor emergency system, his body was not discovered until three hours later, by which time the Plague Doctor had already transformed him into a zombie.
