With nearly 100 new townships added, the number of clerical staff is less than half, requiring additional staff to be transferred from grassroots officials in Chichao.

The pressure on the allocation of staple food for people's livelihood is relatively high. Some border towns have not yet fully established grain warehouses and distribution stations, and it is necessary to plan the construction of warehouses in advance.
