Hydra returned to base, ostensibly having successfully escaped Spider-Man and gathered more information. However, Hydra knew that Spider-Man had seen through his hints and that they would soon have another encounter.
He secretly found his only remaining teammate, Sandman Flint Marko. The two had discussed surrendering beforehand, and Marko agreed with Morphling's plan. After all, Whirlwind's death was too decisive and left no room for maneuver; he had been abandoned so easily.

As for Spider-Man, Peter has no bottom line at all, because Fury doesn't think Hydro-Man can really surrender.
His initial bargaining was solely to prevent the Water Man from realizing that S.H.I.E.L.D. was actually playing him, so he tried to project an attitude of "we are indeed considering your proposal."
So the two people, who weren't very good at negotiating to begin with, ended up having an awkward conversation on the rooftop, with one of them invisible and the other not even there, resulting in an extremely inefficient exchange.
Hydra felt like a master negotiator. He managed to thwart many of Spider-Man's initially harsh demands, relying on the intelligence he possessed. This made him realize that S.H.I.E.L.D. actually knew very little about their enemies; they didn't even know Hydra was behind it all. They only knew that a transnational criminal organization was pushing forward with illegal human experiments in a weapons expansion program.
They had a lot of bargaining chips on their side. The water elemental only revealed a little bit of inside information, without even revealing the name of Hydra, and obtained huge concessions, finally finalizing the agreement.
Both sides were very satisfied, and then they went home.
After obtaining conclusive information near Hydra's stronghold, the Water Elemental left. Upon returning to the stronghold, however, it unexpectedly received a peculiar message.
"Spider-Man and his team have suddenly changed their plans? They're not going to Athens anymore, they're going straight to Budapest?"
The water-man was surprised, then looked at Dr. Arnim Zola: "So, are we going to Budapest?"
“No, no need. Budapest is not a place that Hydra agents of your caliber can access.” Arnim Zola laughed. “Besides, we have some other issues, Mr. Maurice Bench.”
