Chapter 177 Harry's Lucky Day?
The captain issued the top directive to fight Hydra: each Avenger must find their own connections, build teams and forces to infiltrate every corner of the country, investigate which industries are related to Hydra, and after today's meeting, they must not share their investigation results with each other to avoid the complete annihilation of related investigations if Hydra discovers them.

As for the other matter, both Tony and Captain America agreed.
