However, being busy and producing results aren't directly correlated. This department is different from other business units; whether you work hard and diligently sometimes depends entirely on your sense of responsibility.

The key point is that when the bank manager said he would "conduct a proper investigation," he was essentially just considering granting the loan. Letting him conduct the "proper investigation" is fine, but if it's just a formality, he can't escape responsibility.
