He picked up his tablet and pulled up a series of images. “These are images we recovered from the Black Hawk database, showing their experiments on ‘volunteers.’ Most of these people were marginalized, deceived or forced to participate. The result,” his voice trembled slightly, “was catastrophic.”

The images on the screen shocked the entire conference room. Even those members of parliament who appeared to have ties to Black Hawk couldn't hide their astonishment. The photos showed the horrific state of the test subjects after being injected with a modified gamma serum—body deformities, mutated skin, and obvious signs of extreme pain.

“This isn’t just about me, or about mutants,” Banner continued. “It’s about fundamental human rights and national security. Black Hawk is trying to create a controlled army of superpowered individuals, unchecked by the government and accountable only to their own leadership. Imagine the consequences of such a power being abused.”

Senator Wilson's expression grew more serious. "Dr. Banner, thank you for your courageous testimony. This evidence is indeed disturbing." He turned to Dr. Morgan. "Dr. Morgan, as the head of Project X, can you tell us more about Black Hawk's impact on the mutant community?"

Dr. Morgan nodded, elegant yet firm. “One of the primary purposes of Project X was to protect mutants from organizations like Black Hawk. In the past few years, we have documented over one hundred cases of Black Hawk abducting or attempting to abduct mutants. They treat these people as experimental subjects, not as human beings with rights and dignity. Victor Creed's case is a prime example; he was imprisoned and experimented on for three years, forcibly modified into a tracker and weapon.”

She pulled up more documents, “These are internal documents we’ve collected about Black Hawk’s ‘Special Asset Acquisition’ program. They had a dedicated department equipped with advanced technology and highly trained personnel, with the sole purpose of identifying, tracking, and capturing mutants.”

As more evidence was presented, the atmosphere in the meeting room grew increasingly heavy. Even the initially skeptical members of parliament began to take the allegations seriously.

Lynn observed the reactions of each congressman, paying particular attention to those previously identified as having ties to Black Hawk. Congressman Clark appeared increasingly uneasy, frequently checking his phone as if awaiting some information or instruction. The other two congressmen—Davis and Morrison—also showed similar signs of unease.

Senator Wilson finally tapped the table. “Based on the evidence presented, I believe there are sufficient grounds to establish a special commission of inquiry to conduct a full review of Black Hawk International’s activities and its connections with government officials. In addition, I recommend the immediate freezing of all Black Hawk’s assets and a request to the Department of Justice to launch a criminal investigation into its leadership.”

He looked around. “We will vote on this proposal. Those who support establishing a special investigation committee and taking the aforementioned measures, please raise your hands.”

Most lawmakers raised their hands, including some who initially appeared uneasy—perhaps realizing the pressure of public opinion was too great to openly support Black Hawk.

"Those who disagree, please raise your hands."

Only three members of Congress—Clark, Davis, and Morrison—raised their hands in opposition.

Senator Wilson nodded. “The proposal passes. A special commission of inquiry will be established immediately, and the Department of Justice will be notified to launch a full investigation into Black Hawk International and its leadership. Director Henderson, what role will your FBI play in this process?”

Director Henderson looked directly at the senators. “The FBI will fully cooperate with the special committee and the Department of Justice’s investigation. We have all the evidence ready, and our teams of agents are prepared to carry out any necessary arrests. In fact,” he paused briefly, his gaze sweeping over the three senators who had voted against the decision, “these actions may begin sooner than some people expect.”

Representative Clark visibly tensed, but forced himself to remain calm. "Is the hearing over? I have other urgent matters to attend to."

Senator Wilson glanced at the documents, then nodded. “Yes, today’s hearing is now adjourned. We will reconvene in two days to hear more testimony. Thank you all for your attendance and for the important information you provided.”

As the meeting room began to empty, Lynn quietly nodded to Chief Henderson, then contacted the waiting team outside via a concealed communicator. "Owl, Nightingale, and Raven are moving. Follow them closely, but don't alert them."

Representatives Clark, Davis, and Morrison hurriedly left the meeting room without exchanging words, clearly to avoid arousing suspicion. They each headed towards different exits, quickly making their way to their vehicles or offices.

Lynn maintained constant communication with Gwen, Erin, and Marcus, monitoring the three senators' movements. As they anticipated, the three began secret communications immediately after leaving the Capitol.

“Clark is using an unregistered cell phone,” Gwen’s voice came through the communicator. “We’ve started intercepting the signal. He’s trying to contact an encrypted channel, most likely Black Hawk’s emergency communications line.”

Lynn nodded, though Gwen couldn't see it. "Continue monitoring. Let him finish the call; we need to confirm his intentions and contact information."

Director Henderson, Banner, and Dr. Morgan also left the meeting hall and followed Lynn to a makeshift command center—an unassuming office near the Capitol. Multiple monitoring screens were set up there, displaying the three members' real-time locations and communications.

"How is the situation?" Director Henderson asked, walking toward the main control panel.

Gwen looked up, her expression serious. "Clark just ended an encrypted call, essentially warning the remaining Black Hawk members about the outcome of the hearing and advising them to immediately destroy evidence and utilize emergency evacuation channels. Davis is deleting some files from his computer, but our team has remotely copied the contents of his hard drive. Morrison seems more cautious; he hasn't taken any obvious action yet but is heading to the national airport."

Lynn thought for a moment. "Morrison might be planning to meet someone in person or leave Washington. Is Eileen at the airport?"

“Yes,” Gwen confirmed, “she’s in position with a team. All exits of the airport are under surveillance.”

Chief Henderson took a deep breath. "Do we have enough evidence to make an arrest?"

Lynn nodded. "Clark's conversation was sufficient to constitute obstruction of justice and possible treason. Davis's act of deleting potential evidence is also a clear indication of evidence destruction. As for Morrison, we'll have to see what he does at the airport."

Dr. Morgan approached a screen displaying Morrison's movements, studying them. "His body language is very tense, clearly indicating he's in a state of high alert. Typical pre-escape signs."

Dr. Banner, who had been quietly observing the entire process, suddenly pointed to another screen. "Look at that one. Clark is now heading to his residence in Georgetown. That's the most likely location if he plans to destroy more evidence."

Lynn quickly made a decision: “Send a team to Clark’s residence to prepare for the arrest. Meanwhile, have Marcus track Davis and intercept him immediately if he tries to meet with anyone. Gwen, continue monitoring all communications. I will personally go to the airport to see Eileen and handle Morrison’s situation.” Chief Henderson nodded in agreement. “I will coordinate the overall operation. Remember, these are members of Congress; the arrest process must strictly adhere to legal procedures, be based on solid evidence, and have an appropriate arrest warrant.”

“It’s ready, sir,” Lynn replied, showing his tablet which displayed the arrest warrant he had just obtained. “The judge signed the warrant immediately after reviewing the preliminary evidence.”

The team quickly split up, each member clearly understanding their role. Lynn drove to the national airport, maintaining contact with Eileen via encrypted communication.

“Morrison has just entered the VIP lounge,” Eileen reported, “but he hasn’t checked in for any flights. He seems to be waiting for someone.”

“Keep a covert surveillance,” Lynn instructed. “Let me see who he meets. This could be a golden opportunity to gain more access to Black Hawk’s network.”

Meanwhile, Gwen updated everyone via communicator: “Clark has started burning documents at his house. Our team is three minutes away. Davis has changed direction and is now heading to a warehouse area along the Potomac River. Marcus is tracking him.”

When Lynn arrived at the airport, Eileen was already waiting in a secluded spot. She was dressed casually, but her wary eyes showed that she was ready to act at any moment.

“He’s still inside,” Eileen whispered, pointing to the VIP lounge, “but a private jet just got clearance to take off for the Cayman Islands. Morrison’s name isn’t on the passenger list, but there’s a familiar one—Jessica Wright, head of Black Hawk Special Operations, who should be in custody pending trial.”

Lynn's eyes narrowed. "This is a prison break. Morrison may be assisting the remaining high command at Black Hawk to escape. We need to act immediately."

Just as they were about to make the arrest, Morrison walked out of the VIP lounge, accompanied by a woman Lynn immediately recognized—it was indeed Jessica Wright, but her appearance had been slightly altered, possibly to avoid security checks.

“We need backup,” Lynn said through the communicator. “Morrison is helping Wright escape; they’re heading to the private jet area.”

"Airport security and additional agents have been deployed," Chief Henderson responded. "We will intercept them, but try to avoid open confrontation."

Lynn and Eileen began their operation, discreetly following Morrison and Wright toward the private jet area. Just as the two were about to board a small jet, Lynn decided to make their move.

“FBI! Senator Morrison, Ms. Wright, stop!” Lynn shouted, flashing his badge and weapon.

Morrison and Wright both turned around, looking surprised. Wright's reaction was more intense; she immediately reached for her waist, likely trying to draw a concealed weapon.

"Don't move!" Eileen shouted, suddenly emerging from her hiding place, her gun already aimed at Wright.

Morrison raised his hands, his face pale. "This is a misunderstanding! I was just helping a friend leave; I don't know who she is!"

Wright's expression turned cold. She slowly raised her hands, but her eyes kept scanning her surroundings, clearly looking for an escape route.

“Jessica Wright, you are arrested for a prison break and other crimes related to Black Hawk International. Congressman Morrison, you are arrested for aiding and abetting a prison break, obstructing justice, and possible treason,” Lynn said firmly, slowly approaching the two men.

At this critical moment, other agents at the airport began to surround the area, cutting off any possible escape routes. Wright seemed to realize that the situation was beyond repair, relaxed his posture, and accepted his arrest.

Morrison, on the other hand, began a fierce protest, saying, "This is political persecution! I am a member of Congress, I have immunity! You cannot treat me like this!"

Lynn calmly gestured for the agents to handcuff Morrison. "Member immunity does not apply to federal felonies, especially treason. You have the right to remain silent, and anything you say can be used against you."

As Lynn read Miranda's warning, his communicator received updates from the other teams:

"Clark has been arrested, and a large number of documents related to Black Hawk were found at his residence, including bank transfer records and encrypted communication devices."

"Davis attempted to meet with an unknown individual in the warehouse, but our team successfully intercepted them. The unknown individual was identified as a senior Blackhawk technician carrying multiple hard drives that may contain sensitive data."

Chief Henderson's voice came last, sounding both tired and satisfied, "Well done, everyone. All three involved senators have been arrested, and we've also captured two senior Black Hawk members who attempted to escape. This is a major victory."

Inside the safe haven's meeting room, Lynn, Gwen, Ethan, Banner, Director Henderson, and Dr. Morgan gathered together, watching the news report on television.

"The latest development in the Black Hawk International case," the news anchor reported solemnly, "is that the Special Investigative Committee released its preliminary report today, revealing shocking facts. According to the report, Black Hawk International systematically infiltrated multiple government departments over the past decade, conducting illegal human experiments and actively hunting and controlling individuals with special abilities. To date, twenty-three government officials have been arrested for their ties to Black Hawk, including three members of Congress and five senior military officials."

The screen switched to the Attorney General's press conference: "This is one of the most serious government infiltration cases in U.S. history. Black Hawk International was essentially attempting to establish a 'shadow government,' control superpowered assets, and use those powers to advance its own agenda. We will ensure that all those involved are brought to justice."

The camera pans to a group of protesters in front of the Capitol, holding signs in support of mutant rights. "Meanwhile, public attitudes toward mutants appear to be changing significantly.
