Because without advanced technology and ruthless skills, the Empire wouldn't dare use a psionicist of this level.
When Master Baldwin went on a mission, the Empire sent two overseers carrying anti-psychic devices to keep an eye on him. When the master's psychic powers went out of control, the exploding collar and the large blade were enough to save Baldwin's dignity.
However, at the Beta+ level, psionicists have very few pieces of equipment that amplify their psionic abilities; they are mostly mind stabilizers and self-destruct devices.
