Few people know that the SEELE organization, which effectively controls NERV's movements and comprises almost all of the world's highest power, is composed of these strange black monuments. Their relationship to NERV is like that of a soul to a body, or a candidate to an insertion plug. But at this moment, the body has betrayed the soul and begun to seek its own escape route.
