Since news of his resurrection spread, Noxus has reinforced the defenses of its colonies. Under the control of these invaders, no city near the coastline has shown any intention of submitting to him. A war between Shurima and Noxus is inevitable sooner or later to reclaim the occupied territories.

However, that would be at least ten years from now. An empire cannot rise overnight. Even with Azir's prestige and army, the officials responsible for bridging the gap between superiors and subordinates would require a significant amount of time for evaluation and selection. Everything needs to be rebuilt, and all sectors of society would need considerable time to be reconstructed.

To quell external threats, one must first secure internal stability.
