"Unfortunately, although the powerful figures in the four regions are different, they have all threatened us, demanding that we hand over the proceeds from the sale of grain. They believe this is a cruel exploitation of the Ukrainian people."

It can be said that they were surrounded from two sides.

The staff officers, officers, and administrative officials below began to express their discontent:
