No matter how well or badly you perform, what position you hold, or where you work, the government will just throw a lump of salary at you. Unless your boss has a conscience or performs his duties diligently or there are local tyrants willing to subsidize you, there will be no reward for good work and no punishment for bad work.

Although it is "stablely paid", it is also "stable and unchanged". However, in the "Five Republics", the salary and benefits are divided into three major sections, with increases and decreases and detailed information.

1. Salary income.

This part is mainly composed of grade salary + position salary + allowances and subsidies.

Level wages are determined by administrative/technical level, ranging from 15 to 75 yuan. As long as you are promoted, you will get the salary. Level promotion is related to the number of years of service, so there are more sub-levels. It will also be adjusted annually according to the price level.

Position wages are determined by the position held. The higher the position and the greater the responsibility, the higher the salary. Even if the administrative level is the same, if the degree of responsibility and hard work are different, the salary will be different.

Allowances and subsidies are mainly reflected in the remoteness, difficulty, and mental and physical danger of the position. For example, front-line public security police officers receive special position allowances, while purely office staff in the same public security system do not.

2. Bonus income.

This is related to the performance appraisal of civil servants. Depending on the annual appraisal results, 1-6 months' salary will be issued as a reward. For those who have made special contributions, there are additional bonuses approved by the central/provincial/municipal governments.

For example, in the middle of this year, Fujiwara no Kanezane specially approved a bonus for the 358th Brigade stationed in Rehe and the administrative personnel who were sent to be responsible for local opium eradication and public education, in recognition of their contributions to the stability of Rehe Province.

3. Insurance and benefits.

It was clarified that the "pension insurance, medical insurance, work-related injury insurance, and occupational annuity" system, which has been rumored for almost a year, will adopt the "voluntary principle" and will be implemented on a small scale on a pilot basis among civil servants in the first batch.

This time, there is no such thing as "deemed payment". Only if you actually pay the money can you enjoy the corresponding insurance benefits. If you don't pay, you will not have retirement benefits and medical benefits in the future.

They are already supported by the common people, and they use the taxes paid by the common people in the past to support themselves with high salaries for free. In the end, they give one percent or even one thousandth of the money to the old farmers, and advertise themselves as benevolent everywhere. It is really disgusting.

As for why there is no "unemployment insurance", "maternity insurance" and "provident fund" for the time being, the reason is somewhat similar to that of the Chinese Communist Party, which is currently experimenting with the work-related injury insurance system in Nanchang.

Unemployment insurance - people are being poached everywhere, the shortage of people is so severe, and there is no job loss;

Maternity insurance - In the eyes of 99% of people, having children is a matter of course and there is no concept of buying insurance. Taking a vacation is enough.

Provident Fund - There are basic housing such as "Fujiwara Building" provided by the state. Now private housing construction must be strictly approved. If you have money, you can buy another house yourself, but if you are targeted by the disciplinary inspection because of this, don't complain.

In terms of welfare, there are some regulations that are constrained by corresponding systems, such as canteens, clothing, security, holiday allowances, public transportation, etc. (these things are very important income at present, and a set of clothes is very valuable).

Of course, it's not like the bureaucratic Soviet Union. Don't even think about "special supplies" or "special cars". Unless it's official business, even Zhao Ziqi and Chen Kui have to go to the street to buy vegetables by themselves. At most, they have a few security personnel around them.

As for Fujiwara Kanezane?

This guy needs salary and extra security?

In short, after the salary and benefits are subdivided, every civil servant will have a clearer understanding of his or her income source, know where to work hard, have performance pressure, and give deserved rewards to those who have made contributions. The country can also better control the flow of funds.

Secondly, the focus is on "grassroots tilt".

The current "four grades and thirty-seven levels" system of the national government provides the following salary packages for civil servants:

Specially appointed officials (President of the Executive Yuan, Ministers) – 800 silver dollars;

Officials with a simple appointment (provincial governors, municipality directors, etc.) - 450-680 silver dollars; Officials with a recommended appointment (county magistrates, technical officers, etc.) - 180-400 silver dollars;

Commissioned official (clerk, clerk, etc.) - 55-160 silver dollars;

The salary difference between the highest and lowest levels is nearly 15 times (besides, those at the top don't rely entirely on this fixed salary), but the Fifth Republic's is controlled at around 8 times.

The highest-level Zhao Ziqi's monthly comprehensive income is about 600 yuan, while the lowest second-level clerk's is about 70-80 yuan. The income of the upper level is definitely not as good as that of the upper level of the National Government, but the grassroots level is much better.

The resistance to reform is often the smallest in the early stages of an organization's establishment, but many systems are often imperfect in the early stages. By the time you want to improve them, a huge interest group has already formed, and it is impossible to change them.

Currently, the top leaders of the five republics are basically members of the Communist Party of China or people recruited by Fujiwara no Kanezane from Japan and other places. They are definitely capable and their awareness is generally not much different. It is unlikely that there will be strong opposition.

In this way, Fujiwara no Kanezane would not have to follow the example of his historical teachers, who resorted to pressure, threats, tears, criticism, education, repeated efforts, and leading by example before finally pushing the top management to cut their salaries by one-tenth, but could directly benefit the grassroots.

Just as excellent non-commissioned officers are the important backbone of an army, the grassroots are the cornerstone of the country's operation.

Finally, compensation and promotion are closely linked to performance.

On the Nationalist government side, special appointment officials and simple appointment officials were basically completely controlled by the Nationalist government elders or local warlords, while only 4% of the county governors at the middle and grassroots levels were appointed through formal examinations, and the others were also exchanges between local forces and the central government.

Promotions and rewards for government officials had little to do with performance; they were based solely on connections, money, and flattery. (The Performance Appraisal Law wasn't introduced until 1935.)

If this continues, the lower classes will have absolutely no room for advancement, so they will naturally become more and more miserable or join special departments such as spy organizations or the military to seek a future.

You have to know that the Republic of China was a chaotic era, and only with a gun in hand could you be a true county magistrate. But on the Fifth Republic side, if you can't achieve results or have questionable values, even if you are Fujiwara no Kanezane's personal attendant or Wanrong's former follower, you will still get nothing.

On the contrary, in the Five-Star Oriental Republic, which is currently developing rapidly, the contributions and achievements of middle and senior management often take time to prove, but it is completely clear whether the grassroots can get things done. Therefore, promotions are often quite fast, and young middle and senior cadres are just as numerous as in the Communist Party of China.

As long as you can achieve results, you don't have to worry about not having a job, not having a salary, and not having a promotion!

The CCP members were so popular in Northeast China, not just because of their high Party consciousness.

Even Shen Zui of the Nationalist government's Renaissance Society admitted that working in the Fifth Republic clearly offered more prospects and greater peace of mind.

This is Fujiwara Kanezane's idea:

I admire saints, I learn from saints, but I never force myself to be a saint!

605 Dictatorship versus Democracy, National People's Congress versus National People's Congress, Asian Communist Party versus Turkish Communist Party

"...The above is the main content of the civil service salary reform. Specific details will be issued in a formal document after the meeting and will be officially implemented from October 1st. Specific regulations for the military and state-owned enterprises will be issued separately at the same time..."

It can be seen that Zhao Ziqi is just acting as a mouthpiece for Fujiwara Kanezane. Regarding the content of job grading, salary reform, etc., the style is still "I give the order and you execute it", and there is no room for discussion at all.

Is anyone dissatisfied?

there must be.

But it is definitely only a minority, most people are "satisfied".

For the Communist Party members who are burdened with the task, they have to do the work even if they are not paid, let alone paid. Moreover, the salary level is far beyond imagination. Most people are ready to hand it over to the Party Central Committee, use it as activity funds, or donate it to the people.

For most Japanese mid- and senior-level officials, this salary level is indeed not high, but considering that this is China and they are following His Majesty Hachiman-no-Miya, who has a bright future, they are not dissatisfied. On the contrary, a considerable number of them are in awe of this tyranny, with a kind of masochistic feeling.

The ones who are truly dissatisfied with this practice, besides the corrupt officials who want to get involved, are often the "democrats" from business, industry, culture, and other fields who think they are important but are actually only invited to attend the conference as a courtesy:

How undemocratic!

This is totally the emperor's dictatorship style!

However, even if they were dissatisfied, they would only keep it in their hearts and dare not speak out. After all, this was "Tohoku occupied by the Japanese invaders", and Fujiwara no Kanezane had arrogantly killed so many chickens in front of them. Only a very stupid monkey would choose to jump out and complain at this time.

They had neither the interest nor the courage to confront the other party directly like Yang Jingyu did. Refusing to sign up to join the "Asian Communist Party" established by the other party would be the greatest resistance.

In fact, Fujiwara no Kanezane was quite disappointed, because he really wanted to kill a few "democrats" on the spot to set an example and further strengthen his "dictatorial image".

Of course, he has no good feelings towards this group of democrats who, in history, said, "Farming is the farmer's job, screwing is the worker's job, fighting is the soldier's job, but building the country must be our job, and the good positions must also be ours, otherwise you are undemocratic."

If you treat them politely, they will dare to jeer at you in your face. They even sold out national interests and harmed the volunteer soldiers to curry favor with the Americans after the founding of the People's Republic of China. They only know the pain when they are hit by an iron fist. After the great man passed away, they wrote all kinds of books to smear him...

What the hell!

In this case, there is no need to treat them too well from the beginning. They are all donkeys anyway. They will howl or even bite if you are nice to them, and will only behave if you whip them twice.

Once the Asian Communist Party and the Chinese Communist Party have fully established their own cadre system, education system, political system, and economic system, if this group of people still do not wake up, then their usefulness will be completely over.

Allowing you to live and even make money is a temporary gift from me, understand?

Just as the "democrats" were sighing inwardly and looking towards their "own man" - Lu Xun, the Director General of the Ministry of Education, hoping that he would stand up and "stand up to the dictatorship", Zhao Ziqi gave them a little "surprise":

"Next, I will continue to read out some of the contents of the institutional reform... Based on Comrade Fujiwara's opinions and the relevant spirit of the 'Three Represents', the Central People's Government has decided to establish a new institution to listen to the voice of the people, represent the people's will, and empower the people. It will be called..."

"...the National People's Congress system?"

Looking at the "top secret intelligence" brought back from Northeast China by Li Desheng, Wang Jiaxiang and others, General Zhu was stunned:

"How come they also have this organization? With the same name? Did we leak information?"

What almost no one in the Northeast knew was that before the conference chaired by Fujiwara no Kanezane began, the Chinese Communist Party, relying on its "powerful intelligence agencies," knew the content of the meeting and even obtained relevant documents.

Well, some of the "top secret" documents were handed over personally by His Majesty Fujiwara to Comrade Li Desheng, Secretary of the Political Bureau of the CPC Central Committee, who came to the Northeast for a visit and negotiations.

Since some comrades may have forgotten it, I will briefly mention it here.

At this year's "Nanchang Conference," the CCP not only elected a new Politburo, appointed Li Desheng as secretary, and reflected on past mistakes, but also decided to change many "outdated" things. (Chapter 455)

Among them, the three things that the Soviet Union was most disgusted with and had repeatedly warned and obstructed through various channels were:

1. Modify relevant content of the national constitution - remove or amend content that is inappropriate for China's current situation, such as "supporting the self-determination and independence of ethnic minorities," "landlords, rich peasants, capitalists, monks, etc. have no political and human rights," and "eliminating religion."

2. Modify relevant content of the Party Constitution - remove content such as "The CCP is a subordinate organization of the Communist International" and "The CCP must unconditionally obey the instructions of the Communist International" and propose slogans such as "Building a community with a shared future for mankind";

3. Changes to the country name and organization name: Change "Chinese Soviet Republic" to "People's Republic of China", change "National Soviet Congress" to "National People's Congress", etc.

So, when they discovered that Northeast China had also proposed establishing a "National People's Congress," who among the top CCP officials, apart from Li and Wu, who knew about it, was not stunned?

No... buddy...

You copied me?

That's not right. We're still haggling with the Soviets, discussing how to revise these contents. How did you already come up with it?

So, we copied you?

But when Li Desheng proposed the concept of the "National People's Congress", there was no news about it in the Northeast at all!

Who copied whom?

I... plagiarized me?

Although everyone is used to "copying Northeast China", but copying it like this...

"Cough cough..."

Wu Hao coughed lightly:

"Boss, it's normal to have the same name. We're not the only two people named Zhu De and Wu Hao... Besides, read the document carefully. Their 'People's Congress' is different from ours."

"Um?"

Startled by the similarity of the names, General Zhu finally woke up from his dream and quickly flipped through a few pictures. He soon discovered that although the names were the same, the two were indeed different:

"This... their 'People's Congress' seems... just... um... a supervisory... advisory body?"

"right.."

Yes, that's right. Unlike the "National People's Congress" in the history of the Communist Party of China, what Fujiwara Kanezane asked Zhao Ziqi to read was not the "highest authority" at all.

It is possible to set up the National People's Congress, but it is absolutely impossible to copy the "National People's Congress". Not to mention whether it will be exposed, the most important thing is that the highest authority and source of legitimacy of the Five-Star Eastern Republic is His Majesty Hachiman Palace, not even Japan.

Back to the point.

As General Zhu said, the "People's Congress of the Fifth National People's Congress" has very little power. It has neither "legislative power" nor "electoral power", and it cannot decide major national affairs such as war and peace.

The only thing it can do is "supervise the operation of government agencies, report social ills, and make suggestions and opinions on national affairs." As for whether Fujiwara Kanezane and the government listen to it, that is another matter.

Not to mention being compared with the "People's Congress System" of later generations, it is even more incomparable with the "National Congress of Workers, Peasants and Soldiers' Soviets" that the Communist Party of China was implementing at that time.

Hot knowledge: The "Soviet system" and the "National People's Congress system" are similar on the surface, both claiming that "all power belongs to the people", but in fact there are also huge differences.

For example, the former limited the right to participate to "workers, peasants and soldiers" and was the "dictatorship of the proletariat", while the latter widely absorbed all people from all walks of life and all classes and was the "people's democratic dictatorship";

For example, the former has "legislative and executive powers" and is not only the highest authority but also the de facto highest executive body, directly leading the government's work, a typical example of "integration of legislation and execution", while the latter can only supervise but cannot directly interfere in administration;

For example, candidates in the former are directly nominated or even appointed by the party organization, while candidates in the latter are recommended through legal procedures and then directly or indirectly elected, with independent review, voting and supervision rights within the legal framework (at least in terms of institutional design).

By the way, "Soviet" itself is the Russian transliteration of "Congress", so the name "Soviet Representatives" given by the Chinese Communist Party fully shows how helpless they were in absorbing the Soviet experience and facing the misunderstanding of the masses at that time, and they were forced to "swallow it whole".

At present, although the CCP has begun to reflect on the problems of the Soviet system and even made some small adjustments, the core system of the "Soviet" is still directly copied from the Soviet model and has not yet been able to change it;

Judging from the current opinions within the party, most people tend to localize the name only, changing it to "People's Congress", but not make major changes to the system itself, because this can be said to be the signboard of the Communist Party and communism.

Naturally, they looked down upon Fujiwara Kanezane's style of play:

"So that's how it is. Representatives only have the right to make suggestions and oversight, and the most crucial cadre appointments still depend on him personally..."

"Even if I'm elected as a national representative, I'll probably just be a rubber stamp..."

"What kind of stamp is that? No matter how loud you shout, it's useless if people don't want to pay attention to you."

"Isn't this fake democracy and real dictatorship?"

"He's a member of the Japanese royal family. It would be strange if he wasn't a dictator. He's already done a great job of winning people's hearts."

"I really don't know why Mr. Lu Xun would fall for such a person..."

"I remember Mr. Lu Xun publicly saying he'd been deceived by democracy in those years. I remember the exact words... Oops, I can't recall them right now, but he hated democracy. Perhaps that's why..."

"Ugh.."

There was a lot of discussion in the room.

The vast majority of people hold a negative view of Fujiwara no Kanezane's version of the "National People's Congress System." The few who hold a positive opinion only hold the view that "as long as the leader is not too bad, he has to take charge even if it is just for show."

Wu Hao quietly observed everyone for a while, then suddenly asked:

"Runzhi, you went to the Northeast for negotiations this time and had several encounters with that Japanese prince. What do you think of this system?"
