Didn't the Chinese Communist Party set up its party organization in the French Concession in Shanghai to avoid being hunted by the Beiyang government? I also placed the headquarters of the Vietnamese Kuomintang in the French Concession... It was a mistake because Vietnam was a French colony.

At this time, Korean nationalists in exile also established an exile government in China, headquartered in Shanghai. Syngman Rhee served as the president of the provisional government, and this group of people was protected by Du Yuesheng in Shanghai.
