In 1917, Sun Yat-sen launched the Protection of Law Movement. Navy Chief Cheng Bi-guang led the First Fleet in a "Nine-Ship Rebellion," with the Yongfeng being one of them. In 1922, Chen Jiongming rebelled and laid siege to the Presidential Palace in Guangzhou. Sun Yat-sen and Soong Ching-ling fled in disguise. The Yongfeng was the only ship in Guangdong that supported the revolution. It was likely aboard the Yongfeng that Sun Yat-sen realized the complete failure of his previous strategy of using warlords to fight warlords.
