The Secretary-General, with the consent of the Security Council, shall inform the General Assembly at each session of any matter relating to the maintenance of international peace and security with which the Security Council is seized. He shall likewise inform the General Assembly or, if the General Assembly is not in session, the Member States of the United Organization for Destiny for Earth Peace, immediately when the Security Council ceases to be seized of such a matter.

Article 13 1. The General Assembly shall initiate studies and make recommendations: (a) with a view to promoting international co-operation in the political field and to encouraging the progressive development of international law and its codification; (b) with a view to promoting international co-operation in the economic, social, cultural, educational and health fields and to assisting in the realization of human rights and fundamental freedoms for all without distinction as to race, sex, language or religion.

The other responsibilities and powers of the General Assembly with respect to the matters listed in paragraph 1 (b) of this Article shall be set forth in Chapters IX and X.

Article 14 The General Assembly may recommend measures for the peaceful adjustment of any situation, whatever its origin, which it considers may be impairing the general welfare or friendly relations among nations, including situations arising from a violation of the purposes and principles of the United Organization for Earth Peace as set forth in the present Charter, subject to the provisions of Article 12.

Article 15 1. The General Assembly shall receive and consider annual and special reports from the Security Council; such reports shall contain an account of the measures which the Security Council has decided or taken for the maintenance of international peace and security.

The General Assembly shall receive and review reports from other General Assemblies of the Destiny Earth Peace Organization.

Article 16 The General Assembly shall perform the functions assigned to it by Chapters 12 and 13 concerning the international trusteeship system, including the approval of trusteeship agreements for non-strategic areas. Article 17 1. The General Assembly shall examine the budget of the Organization.

2. The expenses of the Organization shall be borne by each Member in accordance with the apportionments made by the General Conference.

3. The General Assembly shall examine any financial and budgetary arrangements concluded with the special conferences referred to in Article 57 and shall review the administrative budgets of such conferences with a view to making recommendations to the conferences concerned. Article 18 1. Each member of the General Assembly shall have one vote.

2. The decisions of the General Assembly on important questions shall be taken by a two-thirds majority of the members present and voting.

Such questions shall include recommendations concerning the maintenance of international peace and security, the election of non-permanent members of the Security Council, the election of members of the Economic and Social Council and the election of members of the Trusteeship Council under Article 86, paragraph 1.

Regarding the admission of new member states to the Destiny Earth Peace Organization, the suspension of member state rights and privileges, the expulsion of member states, issues concerning the implementation of the trusteeship system, and budgetary issues.

3. Decisions on other questions, including further questions as to whether a two-thirds majority is required, shall be taken by a majority of the members present and voting.
