But no way.

Now it was Khrushchev who needed help from the Chinese Communist Party delegation. So Khrushchev turned to Zhang Wentian. Khrushchev became the leader of the Soviet Communist Party when Zhang Wentian was serving as ambassador to the Soviet Union.

Zhang Wentian has always supported "active diplomacy" and believes that we should take the initiative to strengthen diplomacy with other countries.

Therefore, he also actively contacted the top leaders of the Communist Party of the Soviet Union in the Soviet Union.

Moreover, Zhang Wentian had studied in the Soviet Union in his early years. Khrushchev was familiar with Zhang Wentian, so he said to him, "Comrade Zhang Wentian, you should know the damage that the 'cult of personality' brought to the Soviet and Chinese revolutions. As a theorist, you should understand that both Marx and Lenin criticized the 'cult of personality'."

"Comrade Khrushchev, I will give this matter careful consideration."

Zhang Wentian is not a fool.

How could I possibly answer the call?

Seeing the Chinese Communist Party delegation's refusal to budge, Khrushchev grew increasingly angry. Mikoyan, standing nearby, addressed Zhou Bin, saying, "Comrade Zhou Bin, Stalin was a strong proponent of great power chauvinism. He once vigorously suppressed the Chinese comrades, led by Comrade Li Desheng, and hurt their feelings. Doesn't Comrade Li Desheng have any complaints against Stalin?"

As soon as Mi Gaoyang spoke, Wei Hongjun and the others frowned.

This condescending tone made several people very unhappy.

Wei Hongjun snorted coldly, "Comrade Migoyang, Comrade Li Desheng is a communist. He has no personal grudges in his life. He will not let personal reasons affect his work."

Mikoyan encountered a tough challenge with Wei Hongjun.

Finally, Khrushchev and Mikoyan concluded their meeting with the Chinese Communist Party delegation. Khrushchev was furious with Wei Hongjun and the Chinese Communist Party delegation. Although he did not receive the support of the Chinese Communist Party delegation, Khrushchev did not stop his efforts.

Two days after the secret meeting, Khrushchev began to slowly leak the original text of the report to other socialist delegates attending the 20th Congress of the CPSU. As Khrushchev had feared, many of these delegates were unable to accept the original text of the "secret report."

Especially Beirut, the First Secretary of the Central Committee of the Polish United Workers' Party and President of Poland.

After receiving the report, he was completely in disbelief and directly stated: "We learned with sadness that Stalin had done evil things. The Polish people are so grateful to Stalin for his wisdom and assistance."

Beirut suffered a heart attack in his grief and had to stay in Moscow for treatment. He died in Moscow more than half a month later.

Rumors of Khrushchev's "Secret Report" began to circulate, sparking controversy within the Communist Party of the Soviet Union. To stabilize the situation, Khrushchev began mass-printing the original text of the "Secret Report," along with a letter he had written. He demanded that all provincial and regional Party committees, as well as the Central Committees of the Soviet republics, be made available for study by all Communist Party members, Komsomol members, workers, employees, and collective farm members, who were not active members of the Party.

Khrushchev stressed that the "secret report" could not be made public.

However, due to the widespread dissemination of the information within the party, the original text soon began to circulate within the CPSU. Furthermore, the information spread very quickly, and within a few days, all party organizations in the Soviet Union knew about it.

Some local party organizations did not see the original text, but they also knew that at the 20th Congress of the Communist Party of the Soviet Union, Khrushchev completely denied Stalin.

"The situation is not good."

"what happened?"

"Conflicts are now breaking out in many parts of the Soviet Union. Some grassroots members of the Communist Party of the Soviet Union, dissatisfied with Comrade Khrushchev's report, have begun to clash with local governments and even with the military and police."

Liu Xiao reported to Wei Hongjun the current situation in the Soviet Union.

Wei Hongjun said to Zhou Bin and Zhang Wentian, "It seems we can't stay in the Soviet Union any longer. Let's pack up and return home."

982 Peaceful Coexistence

Khrushchev wanted the Chinese Communist Party delegation to continue staying in the Soviet Union and express support for him.

But Wei Hongjun had made up his mind.

The Central Committee had agreed to this. The Chairman and his colleagues knew now was not the time to express their views. The Central Committee was still considering how to express their views. The Fifth Session of the Eighth Central Committee was approaching, and the Central Committee did not want to be influenced by the 20th Congress of the CPSU.

Therefore, the Chairman agreed to let Wei Hongjun and his team end their trip and return home.

According to the original itinerary set by the Central Committee, the CCP delegation was to remain in the Soviet Union until early March and return to China before the Fifth Session of the Eighth Central Committee. The Chairman had previously intended that Wei Hongjun lead the delegation to thoroughly investigate the Soviet economy and industry.

But it all went to waste.

After Wei Hongjun returned, the Chairman immediately called him to Zhongnanhai.

"Comrade Red Army, you have worked hard."

When Wei Hongjun, Zhou Bin and Zhang Wentian arrived at Zhongnanhai, all the Politburo members and alternate members were present.

The Prime Minister stepped forward and shook Wei Hongjun's hand.

The sudden onset of events at the 20th Congress of the CPSU was something the central leadership had completely unpredicted. Beijing and Moscow were, after all, thousands of miles apart. While telegraphic communication was possible, it was impossible to monitor the delegations at all times. Consequently, the central leadership remained deeply concerned.

I’m afraid the delegation might say something wrong and something might happen.

The Chinese Communist Party delegation represents the Central Committee of the Communist Party of China. If they say something wrong, it will put the Central Committee of the Communist Party of China in a passive position.

Fortunately, Wei Hongjun stabilized the situation.

Nothing much happened. During the 20th Congress of the CPSU, the Soviet leadership repeatedly attempted to get the Chinese Communist Party delegation to express its views on the "cult of personality." Khrushchev and his colleagues hoped that the Chinese Communist Party delegation would express its opposition to the "cult of personality" at the 20th Congress, which would make the "secret report" easier to handle in public opinion. However, Wei Hongjun, knowing Khrushchev's intentions, skillfully avoided these attempts. Furthermore, in this situation, he quickly deduced what would happen next.

The report Wei Hongjun wrote to the Central Committee estimated what would happen next.

In particular, we need to carefully analyze Khrushchev's situation after this report and what actions Khrushchev will take, etc. Of course, Wei Hongjun carefully analyzes what may happen in Eastern Europe.

All of these provide the central government with very good basis.

When the Chairman saw Wei Hongjun coming, he waved his hand and said, "Comrade Hongjun, come over and sit down."

"Yes."

Wei Hongjun sat below Chen Yun, while Zhou Bin and Zhang Wentian sat behind Wei Hongjun.

"Everyone has seen the report of the 20th Congress of the CPSU and Comrade Khrushchev's 'Secret Report.' The two parts that are most relevant to us are Comrade Khrushchev's 'Three Peaces' theory and his 'Secret Report.'"

The chairman presides over the meeting.

The Chairman and the Politburo members met frequently during these days to discuss the events of the 20th Congress of the CPSU and the consequences of the "secret report." Finally, the Chairman singled out two issues from the vast amount of reports.

These two things are directly related to China.

The central government must make its own judgment on these two matters so that it can plan for what happens next.

"Let's start with Comrade Khrushchev's 'Three Peaces' theory. Among Comrade Khrushchev's 'Three Peaces' theory, the first one, 'peaceful coexistence,' is the most important, because it reflects his judgment on the development of the international situation. What are your views on this?"

"Comrade Khrushchev's proposal of 'peaceful coexistence' coincides with our party's previous judgment."

Comrade Xiuyang spoke.

"Our party has previously predicted that for some time to come, socialist countries, imperialist countries, and the vast majority of countries that have gained independence will coexist. We also expressed this sentiment when we met with the British and French delegations. We are willing to 'seek common ground while reserving differences' with European countries."

When will imperialism disappear?

Everyone has different opinions on this.

Anyway, judging from the current situation, it doesn't look like European and American countries are about to collapse.

Therefore, the Central Committee judged that imperialism and socialism would coexist for a short period of time. This point was raised by the Chairman during his meetings with former British Prime Minister Attlee and French parliamentarians.

It is precisely because of this judgment that China will improve its relations with European countries, especially Britain and France.

"Currently, the economies of Europe and the United States are recovering rapidly, and there's no sign of any problems in the short term. Since imperialism won't collapse anytime soon, it's right to find a way to coexist."

The Prime Minister also agreed.

There was not much objection to Khrushchev's judgment of "peaceful coexistence".

Because it coincides with the central government's judgment.

The chairman nodded.

He looked at Wei Hongjun and said, "Comrade Hongjun, what do you think?"

"Chairman, I agree with the comrades' views. I also believe that socialism and imperialism will coexist not just for a short period of time, but for a long time. European and American imperialism will continue to exist for decades, or even longer. We must make an objective assessment of this."

"How do you judge this?"

In the nine political reports written by the Chairman so far, relations between China and foreign countries are also a top priority.

Judgment on the international situation directly affects China's development.

Of course, the Chairman's current writings on China's relations with other countries emphasize the need to boldly learn from advanced foreign cultures. These writings primarily refute two approaches: one is the blind faith in foreign experience, the dogmatism that accepts everything foreign as if it were imperial decree. The other is the relegation of foreign things to the background, the total rejection of foreign things, especially those from imperialist countries.

The Chairman focused on criticizing these two ideas.

The Chairman believed that not only the natural sciences of imperialism should be learned, but also their factory management and business methods.

But this does not mean that the Chairman is completely satisfied with what is written now.

The Chairman intends to write a programmatic political report to chart the course for policy in the coming period. Therefore, regarding China's relations with other countries, how to assess the global situation, how to define China's relationship with the world, and how to handle China's relations with other countries are crucial. In particular, how China should interact with the imperialist countries of Europe and America has been a topic of much consideration for the Chairman recently.

Now at the 20th Congress of the CPSU, Khrushchev was the first to put forward his ideas.

That is the famous "Three Peaces" theory.

If everyone agrees with Comrade Khrushchev's judgment, then the Chairman would certainly have to draw on Comrade Khrushchev's judgment in his political report to the Ninth National Congress. However, Wei Hongjun now says that the coexistence of socialist countries and imperialist countries is not a short-term one, but a long-term one.

This is another new judgment.

"I judge this from three perspectives. First, since the birth of Marxism, the world workers' movement has flourished, followed by the October Revolution. After World War II, a large number of socialist countries emerged. These events dealt a severe blow to the arrogance of imperialism and also caused the capitalists to reflect."

"Judging from the economic development of European and American countries after World War II, imperialist powers were also very worried about the outbreak of socialist revolution at home. Therefore, these capitalists began to study socialist theory, began to make concessions to workers, and improved their welfare. The capitalists consciously eased the contradictions with the working class. The purpose of these capitalists was to prevent the emergence of a workers' movement."

"Socialist and capitalist countries coexist. We are learning some advanced things from imperialist countries, and imperialist countries are also absorbing and learning advanced things from socialism."

Many people say that the time when workers in Europe and the United States had the highest power was during the Cold War.

Because of pressure from the Soviet Union.

In fact, socialist countries lag far behind in learning advanced systems from capitalist countries. On the contrary, capitalist countries are able to quickly absorb some advanced things from the socialist world and use them in their own development.

As time went on, many policies began to overlap between socialist and capitalist countries. This was also true of economic policy: neither was it a completely planned economy nor a completely market economy. Both had markets within planned economies and plans within market economies.

"The second aspect is the industrial revolution. The first industrial revolution was the steam revolution, the second was the electric revolution, and now the third industrial revolution is underway. World War II greatly promoted the technological revolution, which led to the emergence of a series of technological revolutions, including the atomic technology revolution, the computer technology revolution, and the information technology revolution."

Every industrial revolution brings enormous wealth. For capitalists, out of ten yuan of wealth, they take nine and give one to the workers, leading to severe exploitation and conflict between the two sides. But after the industrial revolution, wealth becomes one hundred yuan. The capitalists take ninety yuan and give ten to the workers. The wealth of society as a whole increases, resulting in an increase in workers' wealth, although exploitation remains unchanged. This greatly eases the contradiction between the bourgeoisie and the proletariat. The easing of domestic contradictions will reduce the probability of socialist revolution within imperialism."

"So, if the Third Industrial Revolution occurs, the wealth of European and American imperialist countries will surge within a few decades. During this process, it will be difficult for socialist revolutions to occur within these imperialist countries."

World War II and the Cold War are the two most important factors that promoted the development of the Third Industrial Revolution.

The Industrial Revolution is the fastest way to accumulate wealth quickly.

"The third aspect is that imperialism changes its methods of exploitation. In the past, imperialism invaded other countries to colonize them, plundering their raw materials and using them as dumping grounds for industrial products. However, with the end of World War II, the global colonial system gradually collapsed. As independence movements surged in countries and nations around the world, maintaining colonies became increasingly difficult."

"So, the imperialist countries will then resort to another form of colonization: economic colonization. Imperialist countries are the world's major industrial nations, and they will trade expensive industrial products and machinery for low-cost raw materials from underdeveloped countries. This way, they continue to plunder underdeveloped countries, thereby generating sufficient profits. In this way, they will pass the inherent economic crises of their capitalism onto the world, while using the high profits to further improve the living standards of their own people and ease domestic conflicts."

Wei Hongjun put forward three aspects.

They all mean that the capitalists in imperialist countries will ease domestic conflicts and prevent socialist revolution.

Everyone was thinking about Wei Hongjun's words.

When it comes to communist revolution, Marx and his colleagues believed it would first occur in imperialist countries with advanced productivity. However, no one could have anticipated the sudden emergence of Lenin and the Bolsheviks, who would complete the socialist revolution in backward Tsarist Russia. Some leaders of the international communist movement also believed that a single socialist country would struggle to survive and had no future. Only a worldwide socialist revolution could achieve this.
