Jin-Cha-Ji is a large mountain range formed during the War of Resistance Against Japanese Aggression. To the front lies the mountain range belonging to the 115th Division and the First Red Army Corps. To the back lies the mountain range of all of North China. Currently, the First Red Army Corps and the 115th Division's mountain range already has two Marshals, Lin Biao and Luo Yonghao.

Marshal Xu is on the hilltop in North China.

But they have nothing to do with Shanxi-Chahar-Hebei during the War of Resistance Against Japanese Aggression.

Jin-Cha-Ji made great contributions to the revolution, which is why three Jin-Cha-Ji Qianbu appeared on the list of candidates for marshals. But it is impossible for Pu-Cha-Ji to produce three marshals.

Normally, during the Anti-Japanese War, the major factions formed, Shanxi-Hebei-Shandong-Henan, Pusui-Suiyuan, Shandong, and the New Fourth Army each had a representative marshal. Marshal Lin was more representative of the First Red Army and the 115th Division, while Marshal Xu was more representative of the Fourth Front Army, rather than the North China faction.

Yang Quanwu lacks any military achievements that truly surpass the entire army.

Moreover, Yang Quanwu is more representative of the Jin-Cha-Ji faction than Wei Hongjun. Speaking of Jin-Cha-Ji, Nie Shuai is undoubtedly the first, followed by Yang Quanwu. Although Wei Hongjun is also a representative of Jin-Cha-Ji, his representativeness is not as good as Nie Shuai and Yang Quanwu.

These three people put the chairman in a difficult position.

However, after comprehensive consideration and discussions with the Commander-in-Chief, the Premier, Comrade Xiu Yang, and Comrade Chen Yun, a final decision was reached. The Chairman made the final decision: All the Thousand-Branch Officers already serving in the localities would not be awarded titles, except for those who must represent a particular stage of the revolution and who could not be replaced by others.

With this decision, the following work will be much easier.

Jin-Cha-Ji was a headache, so to cut the Gordian knot, Marshal Nie was needed to represent Jin-Cha-Ji to confer titles. Because whether it was Yang Quanwu or Wei Hongjun, they could only represent part of the history of Jin-Cha-Lan.

But after all, they are not the first representatives of Jin-Cha-Ji.

Let's talk about Yang Quanwu. In his early years, he was the commander and political commissar of the First Division of the Jin-Cha-Ji Military Region. Later, when the second-level military region was established in Pu-Cha-Ji, Yang Quanwu was only the commander and political commissar of the new Ji-Zhong Military Region.

During the same period, the Jin-Cha-Ji region also had the Second, Third, Fourth, and Fifth Military Divisions, and even later the Thirteenth Military Division of the Jin-Cha-Ji region. After the establishment of the second-level military region, the Jin-Cha-Ji region also had the Ji-Lu Military Region, the Yanbei Military Region, the Chahar-Suiyuan Military Region, the Ji-Re-Cha Military Region, the Ji-Re-Liaoning Military Region, and so on.

Therefore, if Yang Quanwu were to represent Jin-Cha-Ji as a marshal, many Jin-Cha-Ji officials would certainly disagree. Deng Guo, Huang Yong, and Guo Tianmin, former Jin-Cha-Ji generals, could acknowledge Yang Quanwu's illustrious military achievements as a natural general, but they would not agree to him representing Pu-Cha-Ji as a marshal.

There are many mountainous areas in Jin-Cha-Ji. In such a complicated situation, only Marshal Nie can represent Jin-Cha-Ji.

So the Chairman finally chose Marshal Nie.

But Yang Quanwu was an unavoidable figure in Jin-Cha-Ji. Most of the troops in the region came from Yang Quanwu. During the War of Resistance Against Japanese Aggression, Yang Quanwu trained a number of troops to support the military region and other sub-districts. He sent complete units to Jidong, Rehe, Puchaji-Lanzhou, and the Fourth Military Sub-district. Even Guo Youmin had troops trained by Yang Quanwu. Half of Guo Tianmin's Third Sub-district's base was formed after Yang Quanwu's First Sub-district launched an offensive in Hebei. He transferred his Yanbei base to the Second Sub-district. Half of the Third Sub-district's base was also created by Yang Quanwu and later transferred to the Third Sub-district. It can be said that Yang Quanwu carried half of the power in Jin-Cha-Ji.

Not to mention the successive victories during the War of Resistance Against Japanese Aggression and the establishment of numerous bases. During the Liberation War alone, he liberated Hebei, served as the frontline commander in the Pingjin Campaign, captured Tianjin, and forced the peaceful liberation of Beijing. Later, he traveled south to participate in the Tianjue Battle in the Central Plains and the Crossing the Yangtze River Campaign, demonstrating his remarkable military achievements.

That's why Yang Quanwu has reached his current position and can even be included in the candidates for marshal.

Finally, the Prime Minister came up with a solution: Yang Quanwu could be promoted to general, but he could enjoy the "marshal treatment."

Of course, within the Jin-Cha-Ji region, Wei Hongjun was the biggest and most troublesome problem. Given his high rank and impressive military achievements, any rank awarded to Wei Hongjun would inevitably be Grand Division. Given Wei Hongjun's current rank and achievements, it's impossible to offer him anything less than the rank of Marshal. Wei Hongjun truly deserved the rank of Marshal, but it felt like something was missing. But not giving him the rank of Marshal would be unacceptable.

The Central Military Commission, formed at the Luochuan Conference in 1937 before the War of Resistance Against Japan, consisted of 11 members. Besides the Chairman, the Premier, and Ren Peiguo, seven of the marshals were already members. The only three missing were Nie Shi, Luo Shuai, and Chen Shuai. By the Seventh National Congress of the Communist Party of China, all ten marshals were members of the Central Committee. The Central Revolutionary Military Commission was established after the founding of New China, and the ten marshals were all vice chairmen of the Military Commission.

This is mainly because there are too many generals in Shanxi, Chahar, Hebei and Northeast China.

In the Northeast, in addition to Deng Guo and Wang Qiuyun, there are Huang Kecheng, Tan Zheng and Xiao Jinguang.
