As a result of this reform, the Jin-Cha-Ji Field Army was able to focus on fighting without any worries, which greatly enhanced its mobility. This was also the basis for the Jin-Cha-Ji Army to win the victory in the War of Liberation.

It can be said that the effect is very good.

At the time, Lei Jiabin was the commander and political commissar of the Pingbei Military Sub-district, a third-level military sub-district under the Jirecha Military Region, and was directly involved in this reform, so he is quite familiar with this matter.
