Rebirth: I am in Jin-Cha-Ji

Considerable exploration was made regarding the organization of the various departments of the North China Bureau and the North China People's Government. Clear provisions were also made regarding the powers and responsibilities of each department. There were also organizational issues concerning government departments and enterprise management, such as the "North China People's Congress System" and the "North China Factory Management Committee and Workers' Congress System."
Then there are the issues of laws and regulations.
The "North China Anti-Drug Law," "North China Civil Code," "North China Criminal Code," "North China Counter-Revolutionary Law," "North China Anti-Corruption Law," and "North China Party Member and Cadre Property Registration Law" were promulgated. While these laws were relatively crude and their provisions were not yet fully developed, they primarily incorporated government regulations previously issued by various bases and liberated areas.
But at least there are complete legal provisions.
Dong Biwu directly stated that "bad laws are better than no laws at all." He opposed directly abolishing the KMT government's laws when there were no laws of their own. Therefore, Dong Biwu strongly supported Marshal Nie's introduction of formal legal provisions in North China.
Of course, it's not just a legal issue.
Many government proclamations were also issued, such as the "Proclamation on the Dissolution of All Secret Societies and Feudal Superstitious Organizations," the "Proclamation on the Abolition of All Kuomintang Reactionary Laws," and the "Regulations on the Clearance of Cases Accumulated During the Kuomintang Rule," issued by the North China People's Government.
Previously, the central government encouraged North China to introduce these regulations.
Because the North China Bureau was conducting experiments for the Central Committee.
Now that the central government has moved to North China, all these clauses must be reviewed by the central government. Those that pass the review are no longer North China's own, but will be promoted by the central government in the future.
This work is very complicated.
After the central government passes it, it will be passed by the CPPCC or the National People's Congress, and then it will be the legal provisions officially promulgated by New China.
Marshal Nie was not only involved in these issues, but he had also begun to directly participate in the central decision-making and the daily work of the Military Commission. The Central Committee originally wanted to hold the Second Session of the Seventh Central Committee first, but because of the decisive battle in Jiangbei, the Second Session of the Seventh Central Committee was postponed.
But what Marshal Nie is doing now is not just the work of a Politburo member, it is almost the work of a substitute secretary of the Secretariat.
Bo Shuchun was also transferred to the central government.
Began to participate in the work of establishing the Central Finance Committee.
So now Wei Hongjun has started to handle daily affairs in the North China Bureau.
"Comrade Wei Hongjun, Comrade Rong Zhen said you have many thoughts on the Central Committee's visit to the Soviet Union. We all want to hear them in person.
Originally, Comrade Wu Hao and his colleagues were going to attend the Second Session of the Seventh Central Committee first.
Then, the spirit of the Second Session of the Seventh Central Committee was brought to the Soviet Union to let the Soviet Union see the CCP's plans for the next step. However, because the Second Session of the Seventh Central Committee was postponed, Comrade Wu Hao had already formed a delegation to visit the Soviet Union and was ready to depart.
The Central Committee attached great importance to this visit to the Soviet Union.
The United States had already sent representatives to the Central Committee, expressing its desire to mediate the conflict between the Kuomintang and the Communist Party. While the Central Committee, despite its cries of "Down with all imperialism," appeared to be indifferent to the United States, it actually held the United States in high regard.
Just as the Chairman said, we should despise the enemy strategically, but take the enemy seriously tactically.
The United States is such an enemy.
We must not be afraid of the United States and must be bold enough to confront it strategically. However, if you truly regard the United States as a paper tiger or a fool, then you are the fool. If we truly confront the United States, we must absolutely not ignore it tactically.
This is the central government’s current mentality.
We must be bold in our struggle against the United States in propaganda, but in reality we must also attach great importance to the attitude of the United States, because every move of the United States will directly affect China's war of liberation.
The United States has publicly called for mediation in the KMT-CCP war. Precisely because of this, the central government is accelerating the decisive battle north of the Yangtze River, aiming to swiftly annihilate the KMT forces north of the Yangtze River. However, the central government is also concerned. Currently, the United States is only providing weapons, ammunition, and logistical supplies to the KMT. But what if the United States actually sends troops into the war?
What to do then?
Is China going to come into direct conflict with the United States? Is it going to fight the American military? This is no small matter.
So at this time, the big brother Soviet Union became particularly important.
Therefore, in addition to Wu Hao, the head of the delegation visiting the Soviet Union, senior CCP leaders such as Ye Jianying and Huang Jing also accompanied them.
Before Comrade Wu Hao left for the Soviet Union, Chairman Mao and Wu Hao met with Wei Hongjun. Wei Hongjun expressed gratitude to Marshal Nie for giving him this opportunity. Wei Hongjun certainly had many ideas.
It’s just that Wei Hongjun is now a cadre of the North China Bureau.
It is impossible to contact the Soviets privately.
As a leader of a local bureau, what were you trying to do by secretly contacting the Soviets? If it were the leaders of the Northeast Bureau meeting with the Soviets, at least it would be understandable. But the North China Bureau was a bit out of place.
Wei Hongjun said, "Chairman, Vice Chairman Zhou, then I will speak boldly."
"We just want to hear your truth."
The chairman smiled.
Chairman Mao is 54 years old this year, while Wei Hongjun is only 32, a difference of more than years. Therefore, in Chairman Mao's eyes, Wei Hongjun is a true junior. Therefore, he is more tolerant of young cadres like Wei Hongjun.
“First of all, there is the issue of international students.”
Chapter 726 Soviet Support
"I've been looking into China's education system lately. Currently, there are only about 100,000 university students in our country. And most of them are liberal arts majors, not the technical personnel needed for industrial development. Given our country's situation, even a million or so university graduates, let alone a hundred thousand, would be far from enough to develop industry in the future. Especially for the science and engineering talent needed for industrialization, we are currently in dire need."
"Another major problem is that we lack not only industrial technical personnel but also industrial cadres who understand industrial development. We can cultivate industrial cadres and technical personnel domestically, but our industrial foundation is too poor. Many people have never seen truly modern factories or large-scale industrialization. Therefore, true industrial technology should be learned in other industrial countries. Currently, the only country where we have the opportunity to send large numbers of students abroad is the Soviet Union. Therefore, I propose that during this visit to the Soviet Union, we should reach an agreement with the Soviet Union in this regard."
"We need to get the Soviet Union to agree to allow us to send a large number of industrial technicians and cadres to the Soviet Union. Our industrial cadres will go to the Soviet Union to learn how to carry out industrial planning and how to set up factories, and our technicians will go to learn industrial technology."
“And as long as we reach an agreement with the Soviet Union in this regard, then we can sign an agreement with Eastern European countries in this regard next.
Countries like Czechoslovakia, Romania, and Hungary in Eastern Europe were once industrial nations. Their industrial base, industrial technology, and understanding of industry were far superior to ours. Therefore, Eastern European socialist countries are also good places for us to send our students abroad.
"We in North China have been preparing for this for several years. Although their Russian isn't fluent yet, they already have the foundation to study abroad. As long as we can reach a cooperation agreement with the Soviet Union in this regard, we can immediately organize industrial cadres and technicians to study in the Soviet Union. This is not just for North China, but Northeast China as well."
This is something Wei Hongjun has been working very hard to promote.
Although the central government had sent a number of students to the Soviet Union since the Anti-Japanese War, the number was too small, totaling less than a thousand. This simply could not meet the needs of New China's construction. Only large numbers of students, in the thousands or even tens of thousands, could meet this requirement.
Moreover, the sooner a cooperation agreement is reached with the Soviet Union in this regard, the better it will be for China's future.
Once China and the Soviet Union can reach a cooperation agreement in this regard, China can use the Soviet Union and Eastern European socialist countries to train tens of thousands of industrial cadres and industrial technicians for China in the next ten years.
Even if Sino-Soviet relations eventually fall out, as in history, a large number of overseas students will be left in China. After returning to their home countries, they can continue to train Chinese cadres and technical personnel.
The only countries capable of training such talent on a large scale for New China were the Soviet Union and the socialist bloc of Eastern Europe. The sooner we cooperate, the more beneficial it will be for China.
Wu Hao nodded.
"The Central Committee has also considered the issue of sending students abroad. This time when we go to the Soviet Union, we will definitely have a serious discussion with the Soviet side about the issue of sending students abroad. Anything else?"
"Deputy Secretary Zhou, I heard that after the Soviet Union invaded Germany, they took away a large amount of machinery and equipment from Germany. They almost dismantled all the German factories."
"We have also received intelligence on this matter."
The Soviet Union invaded Germany.
During the Soviet-German War, the Soviet Union suffered huge casualties.
The hatred between the two sides can be said to be as deep as the sea. Therefore, after the Soviet army entered Germany, Germany was an enemy with blood feud. So the Soviet Union came to Germany and took away everything they could take away.
Don't think that the Soviet Union only took away German machinery and equipment.
In fact, anything the Soviets could use in Germany was shipped back to the USSR. Not to mention the valuables, even items like sofas from German homes were shipped back to the USSR if the Soviets took a fancy to them. The Soviets were essentially moving everything in Germany.
Later, the Soviet Union, observing Germany's situation, realized that Germany would find it difficult to pay reparations. So, instead of paying, they simply took away machinery and equipment from German factories. Britain and the United States also felt that the Soviet Union's abandonment of reparations was a good thing, so they agreed to the Soviet Union's dismantling of the equipment. This was an absolutely astonishing move. Regardless of the size of the German factories, the Soviets dismantled every piece of machinery and equipment they could take away and brought it to the Soviet Union.
So the central government also received intelligence in this regard.
Wei Hongjun said: "The Soviet Union dismantled so many machines and equipment and brought them back to the Soviet Union, and it is impossible for them to be used in a short period of time. After all, the Soviet Union has its own industrial base and its own industrial system. Even if these machines and equipment can be used, they still need to be screened. Therefore, there must be a lot of machines and equipment in the Soviet Union's warehouses at present. Or some machines and equipment, which the Soviet Union does not like or cannot use, have directly become scrap metal and the price will be very low. No matter what the reason, the machines and equipment that the Soviet Union cannot use are good things for us in China and are very valuable. I think we should plan ahead to see if we can bring some of these machines and equipment from the Soviet Union for use in our industrial construction.
"What kind of machinery and equipment does your North China Bureau need most right now?"
The Chairman had been listening quietly to Wei Hongjun's words.
At this time, he suddenly interrupted.
Wei Hongjun said, "The machinery and equipment needed for coal mines, power plants, and steel mills are what the North China Bureau needs most. Coal is the foundation of all industries. Coal production directly affects the development of various industries in our country. Our coal mines urgently need to adopt mechanized coal mining to increase our coal production."
"coal?"
"Yes."
Wei Hongjun has done research on the next steps of the North China Bureau.
So he said without hesitation: "Coal is the foundation of industry. If we want to develop industry, coal is indispensable. The Western Industrial Revolution also started with the large-scale use of coal. And coal is also the foundation of other industries. I discussed with people in the health system some time ago, and they all believe that one of the main reasons for the various malignant infectious diseases currently spreading everywhere is that everyone has poor hygiene habits. One of them is the water that everyone drinks. Including the water used in cities, there are problems. Just like the groundwater used by citizens in Peking, it is currently seriously polluted. Because these waters are seriously polluted, drinking them directly will bring many malignant infectious diseases. It is best for everyone to drink boiled water, which can reduce more than half of various diseases. However, the current situation in our country is an extreme shortage of fuel, not only in cities, but also in rural areas. For example, in the mountains in North China, there are not many trees now. Whether it is in cities or in rural areas, firewood has become a big problem.
"The foundation for solving these problems lies in coal. Once we have sufficient coal to solve the fuel problem in both urban and rural areas, promoting public health and hygiene nationwide, as well as developing forestry, will no longer be a problem. Increasing coal production is a top priority for China's future development. In North China, we have abundant coal reserves. The North China Bureau has been restoring normal production at coal mines in the region and increasing coal production. However, the rate of increase in coal production has been limited. The main reason is that our coal mining technology is inadequate."
"If we can import some coal mining machinery and equipment from the Soviet Union, and also introduce more coal mining technology from the Soviet Union, so that our coal mines can achieve mechanized coal mining, then our coal production will definitely increase rapidly."
Steel is the lifeblood of industry.
However, the development of the steel industry is inseparable from coal. It can be said that coal is the foundation of current industrial development.
And coal has a wide range of uses.
Another solution is to solve China's fuel problem. China's forest coverage has reached a critical point, with less than 10% of the country's total coverage, and only about 5% in northern China.
There should be a lot of forests in North China.
But the reality is completely different.
In places like Chahar, Rehe, and Hebei, many mountains are already bare. When the Eighth Route Army was fighting in Rehe, the Japanese army set fire to the mountains in the Rehe area indiscriminately to prevent the Eighth Route Army from ambushing them in the mountains.
Don't care about the forest problem here at all.
In order to meet the firewood needs of various cities in North China, many trees in Taihang Mountains were cut down.
If the fuel problem isn't solved, the remaining trees will continue to be cut down. Even so, this won't solve the fuel problem in northern cities and rural areas. The solution to the northern region's fuel problem is to increase coal production.
This is the only way to protect the forest.
Then there's the issue of hygiene.
Many people believe that Chinese people have always drunk hot water, but this is actually an overestimation of ordinary Chinese people. Among the necessities of life, firewood is the most important because it has always been a difficult problem to solve.
Many ordinary people simply don't have that much money and can use firewood at will.
It is not so easy for them to drink boiled water.
In fact, it was not until the founding of the People's Republic of China that Chinese people were able to drink boiled water on a large scale. In order to deal with many serious epidemics, including to resist the US's germ warfare, the new China launched a nationwide patriotic health campaign.
One of the important measures is to provide people with boiled water.
The basic purpose of drinking boiled water was to solve the fuel problem, and later thermoses became widely popularized.
To promote the Patriotic Health Campaign, increasing coal production was a top priority. If the Soviet Union were willing to help, even allocating some of the machinery and equipment they had brought back from Germany to China would be sufficient for China's current needs. Even if the Soviet Union gave China some secondhand machinery and equipment, it would significantly increase China's coal production.
Of course, China needs more modern coal mine construction.
In this regard, the Soviet Union's support is even more needed.
Wu Hao looked at Huang Jing.
Huang Jing said, "I've heard about this as well. The Soviet Union removed a lot of machinery and equipment from Germany, including a large amount of German coal mining machinery and equipment. If we can negotiate with the Soviet Union and introduce some coal mining machinery and equipment, it would indeed be a good thing. These machines and equipment are not new, and the price can be greatly discounted. As Comrade Wei Hongjun said, coal is the foundation of everything. Every industry needs the support of coal."
Wu Hao nodded.
