Fighting against Chen Cheng, a general who likes to fight by the rules, really gives you the upper hand.

you could put it that way.

Even though the troops in Hebei were completely under Chen Cheng's command, Chen Cheng's command ability was at the bottom of the Nationalist army. Compared with Fu Zuoyi in history, his command ability was even worse.

Historically, Yang Quanwu's performance in the War of Liberation was average.

Many reasons.

One reason was that Jin-Cha-Ji itself was weak, suppressing cadres like Jin-Cha-Yi. This was especially true of Yang Quanwu, a representative cadre of Jin-Cha-Ji. Because he was severely beaten by Fu Zuoyi, Jin-Cha-Ji internally split, and ultimately all cadres in Jin-Cha-Ji were affected.

Just look at the corps formed later by the Shanxi-Chahar-Hebei troops.

For example, Yang Quanwu's 20th Corps had only to men when it was first formed. Its combat effectiveness was not even comparable to that of the main force of the Northeast Field Army. Yang Quanwu did not have many opportunities to demonstrate his abilities during the Liberation War.

But that doesn’t mean Yang Quanwu is completely incapable of fighting in large-scale military operations.

After the 20th Corps entered North Korea, its performance was quite good, and Yang Quanwu's command was also good. Now Yang Quanwu's opponent in Hebei is the disorganized Nationalist Army.

As a result, Yang Quanwu performed very well.

They annihilated Pang Bingxun's 100,000-man force, captured Shijiazhuang, and annihilated the Central Army's Third Army. With successive victories, Sun Lianzhong retreated to Baoding. The First Field Army of the Shanxi-Chahar Wing also expanded rapidly. Yang Quanwu's field army had expanded to over 200,000 men.

The situation in Hebei is very good.

It should be said that the situation in North China is very good.

In this way, the Chairman was very optimistic about the situation in Northeast China and North China.

"As long as we liberate Northeast China and North China within a year, the day of national liberation will not be far away.

The commander-in-chief also agreed with the chairman's judgment.

The Central Committee had not expected the situation to develop so quickly. The Central Committee was most satisfied with the Jin-Cha-Ji region. Jin-Cha-Ji lived up to its reputation, winning battles one after another after the outbreak of the Liberation War. Not only did it completely transform the situation in North China, but it also coordinated with Northeast China, Suiyuan, Shandong, and other regions. The Chairman looked at everyone and said, "What do you think of Comrade Rong Zhen's report?

Since the outbreak of the Liberation War, more than half a year has passed, and from a general perspective, the Nationalist army seems to have the upper hand. After all, they have occupied one city after another, especially in the most prominent areas of Jiangsu, Zhejiang, Jiangsu and Shandong.

The PLA troops lost a large number of large, medium and small cities.

But both sides know the actual situation.

In just six months, the People's Liberation Army had already decimated over 80 Nationalist troops. The Nationalist army's mobile forces began to be severely depleted. Therefore, Marshal Nie proposed to the Central Committee that it move to the Jin-Cha-Yi region.

In fact, they want to make Zhangjiakou the political center of the CCP.

It's not just this.

Marshal Nie had a new plan for the Jin-Cha-Ji Liberated Area. He believed the area was currently stable, the CCP's most secure rear base, and that many areas were no longer in conflict. Therefore, the role of Jin-Cha-Ji should begin to change.

Marshal Nie pointed out changes in two aspects.

First, the Jin-Cha-Ji Liberated Area is currently so stable that Jin-Cha-Ji should become the rear area. Jin-Cha-Ji should not only think about fighting, nor should it focus only on the Jin-Cha-Ji Liberated Area, but should also consider how to support other surrounding liberated areas.

Marshal Nie said that Jin-Cha-Ji was willing to continuously form troops, train cadres, and raise supplies to support other liberated areas.

The surrounding liberated areas referred to here included the southern part of Shanxi, the southern part of Yi, the southern part of Hebei, Shandong, and Henan, as well as Suiyuan, northwestern Shanxi, and southwestern Shanxi in the Shanxi-Suiyuan Military Region, and even Shaanxi, Gansu, and Ningxia. Marshal Nie even stated that if needed, the Jin-Cha-Ji region could withdraw troops to support Shandong and the Central Plains Military Region.

Another reason is that the Shanxi-Chahar-Hebei Liberated Area is so stable, and it currently has industry, cities, agriculture, animal husbandry, and very developed commerce.

Therefore, Marshal Nie proposed that Jin-Cha-Ji take the lead in starting government construction.

In fact, it was a pilot project for the new China.

Many of the policies the central government wanted to implement during the New China era were first implemented in Jin-Cha-Ji. The results were observed. If they were good, they would be officially rolled out after the founding of the People's Republic of China. If there were any problems, they could be promptly identified.

Marshal Nie is a cultured cadre.

After withdrawing from commanding battles, he stopped focusing on specific matters and began to consider issues across the Jin-Cha-Ji region. This included how to promote the overall development of the Chinese revolution and lay the foundation for a new China.

"I think it still makes sense."

Comrade Wu Hao said: "Compared to Yan'an, the Jin-Cha-Ji base area is already very stable, especially the Chahar region. Moreover, Jin-Cha-Ji has now resolved the threat posed by Fu Zuoyi and has also taken control of cities such as Shimen and Datong.

They are almost completing the 'Three Route Four Cities' plan assigned to them by the Central Committee. The Central Committee wants to command all major battlefields across the country, and Zhangjiakou is more suitable than Yan'an."

"I don't think it's appropriate."

Chapter 689 North China Bureau

Ren Peiguo opposed it.

"At present, Yan'an has become a symbol and the hope of our revolution. Not only the entire party and army are watching Yan'an, but even the people of the country are watching Yan'an. As the revolution develops, we will definitely have to leave Yan'an, but at least at this stage, I don't think it is appropriate."

Yan'an is no longer a city, but a symbol and a holy place of revolution.

The War of Liberation had only been going on for more than half a year, and Ren Peiguo believed that the central government should not move at this stage.

The Commander-in-Chief nodded and said, "I agree with Comrade Ren Peiguo's idea. We must definitely leave Yan'an, but the time can be postponed. Once the national situation becomes clearer, the Central Committee can move to North China."

"But Jin-Cha-Ji is safer than Yan'an."

Wu Hao spoke.

"Hu Zongnan previously deployed his main forces in southern Shanxi and western Henan, but did not achieve the results he desired. Under such circumstances, it would be easy for Hu Zongnan to turn his troops around and attack our Shaanxi-Gansu-Ningxia Border Region.

In addition to Hu Zongnan's troops, there were also the Ma family army in the northwest, Chen Changjie, and Deng Baoshan's troops, which put great pressure on the Shaanxi-Gansu-Ningxia Border Region.

If the Central Committee moved to Jin-Cha-Ji and Zhangjiakou, these threats would no longer exist. Moreover, by utilizing Zhangjiakou's advantages in transportation and communications, it could continue to lead the national revolution.

Comrade Xiuyang nodded.

He said, "I think what Comrade Wu Hao said makes sense. Zhangjiakou has better transportation and communications than Yan'an, and it is also safe. The transfer of the Central Committee to Zhangjiakou is a good thing."

The commander-in-chief pointed to Xi'an on the map and said, "Comrade Wu Hao and Comrade Xiu Yang's concerns are justified. Although Hu Zongnan has sent a lot of troops into southern Shanxi and western Henan, he still has nearly 3.2 troops at his disposal. Together with the Ma family army and the surrounding local armed forces, the Kuomintang still has nearly troops around Shaanxi, Gansu and Ningxia. And currently we have only about troops in the Shaanxi-Gansu-Ningxia region. Our Shaanxi-Gansu-Ningxia border area is indeed more dangerous. But that doesn't mean we have no room for counterattack. With the Shanxi-Chahar-Hebei troops annihilating Fu Zuoyi's main forces, the contradiction between Hu Zongnan and Fu Zuoyi is currently intensifying in Suixi and northwestern Shanxi. Hu Zongnan wants to control northwestern Shanxi and Suixi, but this is where Fu Zuoyi has been operating for many years. Although Fu Zuoyi's main force was annihilated, both Chen Changjie and Deng Baoshan have a good relationship with Fu Zuoyi. They both refused Hu Zongnan to get involved in this place.

So the two sides are fighting here frequently. This is first of all good news for us."

"Then, Fu Zuoyi's main force was annihilated, greatly weakening his power in western Suiyuan and northwestern Shanxi. The four columns of the Shanxi-Suiyuan Field Army are currently carrying out rotational strikes against Fu Zuoyi's and Chen Changjie's forces in western Suiyuan and northwestern Shanxi, and the results appear to be quite good. The four columns of the Shanxi-Suiyuan Field Army comprise approximately 60,000 troops, and together with local forces, they total over 100,000. Given the current situation in western Suiyuan and northwestern Shanxi, these areas do not require such a large number of troops.

We could easily draw two columns from the Shanxi-Suiyuan Field Army. The Fourth Column, in particular, has about 20,000 men, excellent weapons and equipment, and strong combat effectiveness. If we draw two columns from the Shanxi-Suiyuan Field Army and send them to Shaanxi-Gansu-Ningxia, we would have nearly 70,000 field troops in Shaanxi-Gansu-Ningxia.

He can definitely compete with Hu Zongnan.

"Besides, Hu Zongnan would never give up western Henan. He still needs a lot of troops to maintain the battlefield in western Henan. So although Hu Zongnan has a lot of troops, the number of troops that can actually be deployed to the battlefield is not as many as imagined."

The Chairman nodded repeatedly after hearing the Commander-in-Chief's analysis.

The enemy seemed to have a great advantage on the Shaanxi-Gansu-Ningxia and Shanxi-Suiyuan battlefields.

But the PLA is not that weak.

It is entirely possible to deal with Hu Zongnan. The Central Committee seems to be in danger, but it is not that dangerous. The Chairman said directly: "If we leave Yan'an at this time, then Hu Zongnan's troops will all pour into the southern Shanxi and western Henan regions, which will bring great pressure to the Shanxi-Hebei-Shandong-Henan and Central Plains Military Regions. However, as long as the Central Committee remains in Yan'an, Hu Zongnan's 200,000 troops will remain in Shaanxi. This is a good thing for both the Shanxi-Hebei-Shandong-Henan Military Region and the Central Plains Military Region. However, the Central Committee should prepare for a rainy day and be ready to fight Hu Zongnan. I think we should form a field army directly under the Military Commission."

"If we want to form a field army directly under the Military Commission to fight against Hu Zongnan, then my suggestion is to form the Northwest Field Army with the 359th Brigade, the New Fourth Brigade, the First Security Brigade, and the Third Security Brigade in Shaanxi, Gansu, and the First and Fourth Columns of the Shanxi-Suiyuan Field Army."

The commander-in-chief expressed his suggestions.

The Northwest Field Army was formed.

The chairman nodded.

The Chairman and the Commander-in-Chief have worked together for many years and have a strong understanding. Although the Commander-in-Chief has not been directly involved in command in recent years, he is not just a decoration. He is still very clear about the military's problems.

The newly formed Northwest Field Army had about 70,000 people.

The strength is not weak.

It is completely possible to defend the center.

"The Shanxi-Suiyuan Field Army is responsible for operations in southwestern Shanxi, northwestern Shanxi, and western Suiyuan, while the Northwest Field Army is responsible for operations in the Shaanxi-Gansu-Ningxia region. I believe Comrade Peng Dehua is suitable to serve as Commander and Political Commissar of the Northwest Field Army, Comrade Zhang Zhongxun as Deputy Commander, Comrade Zuo Quan as Deputy Commander and Chief of Staff, and Comrade Xi Zhongxun as Deputy Political Commissar.

"In this case, isn't the Jinsui Field Army somewhat weak in manpower?"

Ren Peiguo was worried.

The Chairman laughed and pointed to Marshal Nie's report. He said, "Didn't Comrade Rong Zhen say that? Jin-Cha-Ji must adapt to the new situation, and its mission must also change accordingly. Isn't Jin-Cha-Ji forming a cavalry column? Let Jin-Cha-Ji transfer the cavalry column to the Jin-Sui Field Army."

The greater your ability, the greater your responsibility.

Jin-Cha-Ji was the most developed region, and naturally, it needed more support for the other liberated areas. In the Hebei-Rehe-Cha Military Region, the Wei Red Army had formed a new Fifth Cavalry Brigade, using the Third and Fourth Cavalry Brigades, as well as the numerous war horses captured after the annihilation of Fu Zuoyi. They were preparing to form a cavalry column of approximately 15000 men with these three cavalry brigades.

With just one sentence, the Chairman assigned the cavalry column to the Shanxi-Suiyuan Field Army.

The Chairman quickly said, "Comrade Rong Zhen's remarks make sense in many respects. In particular, we should take advantage of the fact that Shanxi-Chahar-Hebei Liberated Area is the rear area and implement more policy practices there, laying a foundation for the future policies of the new China. However, I think the scale of the Shanxi-Chahar-Hebei Liberated Area alone is still too small. If the Shanxi-Chahar-Hebei Liberated Area and the Shanxi-Hebei-Shandong-Henan Liberated Area were merged, the results would be even better."

"Lao Mao, that's a good idea."

The commander-in-chief said: "Comrade Liu Bocheng and Comrade Deng Xixian led the main forces of Shanxi, Hebei, Shandong and Henan to the south of the Central Plains to form the Central Plains Military Region. After Comrade Chen Geng led 100,000 troops to the south of western Henan some time ago, the original Shanxi, Hebei, Shandong and Henan regions were seriously short of troops. The remaining troops are mainly local troops. Although the combat effectiveness of the local troops in the Shanxi, Hebei, Shandong and Henan regions is not too bad, they are still somewhat powerless against the Kuomintang troops in southern Shanxi. At present, the Second Field Army of Shanxi-Chahar-Hebei has completely occupied the Tongpu Road and can enter the southern Shanxi region to fight at any time. If Comrade Guo Tianmin leads the Second Field Army of Shanxi-Chahar-Wing into the southern Shanxi region, then the issues of affiliation and command must be resolved. If we merge the Shanxi-Chahar-Wing Liberated Area and the Shanxi-Wing, Shandong and Henan Liberated Area under unified command, then this problem will not exist.

"This problem isn't limited to southern Shanxi; southern Hebei also faces this issue. Because the main force moved south to Henan, southern Hebei is dominated by local forces. Previously, we had few options for dealing with the Third Army in Handan, but it was the First Field Army of the Shanxi-Chahar-Hebei region that dealt with it. The merger of the Shanxi-Chahar-Hebei Liberated Area and the Shanxi-Hebei-Shandong-Henan Liberated Area was an effective solution."

Wu Hao also agrees with this approach.

This is not the time for the War of Resistance, when we need to act independently and fight on our own. Now is the time for large-scale military operations, and what is needed is unity. The Shanxi-Chahar-Hebei Liberated Area and the Shanxi-Hebei-Shandong-Henan Liberated Area are both under the jurisdiction of North China, and uniting them will increase their strength. Of course, the more important reason is that the Shanxi-Chahar-Hebei Liberated Area is now very strong, but the main forces of the Shanxi-Hebei-Shandong-Henan Liberated Area have been withdrawn to the south.

Now we need the support of the Shanxi-Chahar-Hebei troops.

Ren Peiguo said: "If the Jin-Cha-Ji and Jin-Ji-Lu-Yu regions are to be merged, then the Jin-Cha-Ji Central Bureau and the Jin-Ji-Lu-Yu Central Bureau must also be merged.

This would allow the restoration of the Northern Bureau, which previously oversaw the Shanxi-Chahar-Hebei region and the Shanxi-Hebei-Shandong-Henan region. However, the previous Northern Bureau oversaw Shandong, but under current circumstances, the newly established Northern Bureau would be unable to lead Shandong. I suggest simply naming it the North China Bureau, and establishing it within the Central Committee.

"North China Bureau, North China Bureau, not bad. The North China Bureau is more suitable than the Northern Bureau."

The chairman nodded.

Compared to the Northern Bureau, which originally managed the entire northern region, the North China Bureau was much smaller. However, precisely because of its smaller size, it was more appropriate to call it the North China Bureau.

Seeing the Chairman's support, Ren Peiguo continued, "Comrade Rong Zhen currently serves as Secretary of the Shanxi-Chahar-Hebei Central Bureau, and Comrade Bo Shuchun serves as Deputy Secretary and Acting Secretary of the Shanxi-Yibei-Shandong-Henan Central Bureau. I recommend that Comrade Rong Zhen be appointed First Secretary of the North China Bureau, and Comrade Bo Shuchun be appointed Second Secretary of the North China Bureau."

A new North China Bureau was established. Although it was not as powerful as the Northern Bureau of the past, its jurisdiction was still quite large.

Manage several provinces.

Furthermore, since the Jin-Cha-Ji Central Bureau and the Jin-Ji-Lu-Yu Central Bureau were being merged, a balance had to be considered. The current situation was that Jin-Cha-Ji was strong, and Jin-Ji-Lu-Yu needed Jin-Cha-Ji's help. Furthermore, Marshal Nie was a member of the Politburo, so his appointment as First Secretary of the North China Bureau was a legitimate matter.

Deng Xixian, the former secretary of the Shanxi-Hebei-Shandong-Henan Central Bureau, had already followed the troops to the Central Plains and assumed the position of secretary of the newly established Central Plains Bureau. Bo Shuchun was currently serving as acting secretary of the Shanxi-Hebei-Shandong-Henan Central Bureau. Therefore, he was definitely destined to become the second secretary of the North China Bureau.

Historically, the North China Bureau, established in 1948, was centered around the Shanxi-Hebei-Shandong-Henan Central Bureau. The entire preparatory work for the North China Bureau was carried out by cadres from the Shanxi-Hebei-Shandong-Henan Central Bureau, led by Comrade Xiu Yang and Bo Shuchun. Therefore, when the North China Bureau was established, Comrade Xiu Yang was the First Secretary, Bo Shuchun was the Second Secretary, and Marshal Nie was only the Third Secretary.

Moreover, among the 17 members of the newly established North China Bureau, there were very few cadres from Shanxi, Chahar and Hebei.

Because Comrade Xiuyang was one of the five secretaries, the actual work of the North China Bureau was led by Comrade Bo Shuchun. At that time, the North China Bureau was not only dominated by the Shanxi-Hebei-Shandong-Henan region in terms of party and government affairs, but also in terms of military cadres, the Shanxi-Hebei-Shandong-Henan region was also catching up.

Why is it said that during the War of Liberation, the Jin-Cha-Ji area, known as a model base area, was insignificant?

That's it.

Among the Party and government officials, Xiu Yang, Bo Shuchun, Liu Huafu, and Yang Xiufeng, former members of the Northern Bureau, held key positions. The North China Field Army consisted of only three corps. The most powerful First Corps was commanded by Yang Dezhi, while the Second Corps was commanded by Xu Xiangqian. Yang Quanwu became commander of the Third Corps, the 20th Corps, which consisted of only to men at its inception.
