Rebirth: I am in Jin-Cha-Ji

This is the simplest idea of many people.
Of course I want to rule the world I have conquered and enjoy the fruits of it.
Why did Chairman Mao's "continued revolution" theory fail? Everyone risked their lives for the revolution, and now that it has finally succeeded, they want to enjoy the fruits of the revolution a little. Everyone, including their families, wants to share in the fruits of the revolution.
But as long as the revolution continued, everyone could still tolerate it during the war.
But the revolution was victorious and the new China was established, but we were not allowed to enjoy it. How could we be happy?
This is a contradiction that is difficult to resolve.
The Chairman hoped that the CCP could maintain its spirit as a "revolutionary party" and continue to participate in national construction as a revolutionary party. However, it was obvious that most cadres had already independently transformed themselves into the "ruling party" when the People's Republic of China was founded.
Wei Hongjun sighed.
Many of the problems Wei Hongjun faces now are new to him. In the past, when I read history, especially the Party's history, I assumed many problems were simple and easily solved. I could never understand why so many seemingly bizarre things happened, and why so many policies at the time were so problematic.
But now that I have encountered these problems myself, I have discovered that many of them are really complicated.
These seemingly minor issues can actually have complex underlying causes. If these underlying causes aren't addressed, even if the surface issues are resolved, they'll reappear. However, the underlying issues are incredibly difficult to resolve.
This involves the different governance philosophies of many leading cadres at the central level, the understanding of policies by many lower-level cadres, and the interests of different factions. Of course, it also involves the personal interests of each individual cadre.
Solving so many problems involves a lot of effort.
Policies will change during the Boben period.
"Old Han, starting tomorrow, you're going to investigate the staffing issues in Weichang County. Find out why there are so many more government employees here and how they got in. Then write a report and pass it on. The entire base area must be investigated. We're still fighting a war, the revolution hasn't won yet, and yet the government staff has already expanded. How can this be allowed? We must streamline the staff."
"okay, I get it."
Han Weiguo nodded.
"Old Han, this matter is easy to handle. What I am thinking about now is how to prevent such a thing from happening again. It seems that we still need to go to the village where the incident occurred.
Chapter 592 New Ideas
"political commissar."
Wei Hongjun got up early in the morning, having only slept for about two hours that night, and discussed with Han Weiguo how to deal with these issues, including how to educate the broader Party members and cadres about the problems that had occurred there after they were resolved.
The two talked for several hours.
It didn't disperse until the early morning.
However, after the meeting, Wei Hongjun returned to the house and still couldn't sleep.
He kept thinking about this issue over and over, considering how to eliminate these problems. Or rather, Wei Hongjun kept thinking about the root causes of these problems and what he could do to solve them.
But these issues are too complicated.
Many of these problems have existed since ancient times. Many people have tried to solve them, but Wei Hongjun alone couldn't possibly solve them. Yet, he's still trying to find solutions.
Of course, in addition to these issues, Wei Hongjun was also considering the matter of Li Fuming, the Party Secretary of Weichang County. Wei Hongjun actually held Li Fuming in high regard because he was truly capable and had been very successful in his local work over the years.
It is one of the thousand local units that Wei Hongjun is more optimistic about.
But what happened this time completely overturned Wei Hongjun's impression of him. His ability to get things done was indeed outstanding, but this ability was more reflected in coordination than revolution.
Despite this serious incident, Li Fuming didn't consider the situation from the perspective of a revolutionary leader. His first thought wasn't to understand what had happened or why it had occurred. Instead, he immediately sought to suppress the situation using the county brigade and public security bureau. Then, seeing the situation spiraling out of control, he simply jumped to the conclusion that the incident was incited by Kuomintang spies.
Doesn't he really know the reason behind it?
Weitai Township collected public grain at such a high rate, and not just for a few days, but for nearly two years. Could it be that he really didn't know?
However, for the sake of their own political future, or to help the cadres below cover up the problem, they were so bold as to turn a not-too-serious matter into a counter-revolutionary incident.
These people are really brave.
Now they are only county-level cadres. After the Anti-Japanese War and the Liberation War, they may have been city-level cadres when the People's Republic of China was founded. However, if they brought such a work style to the construction of the new China, how much damage would it cause?
Wei Hongjun shuddered at the thought.
Wei Hongjun simply couldn't understand why Li Fuming, a veteran Party member who had joined the revolution during the Agrarian Revolution, had persisted in the Hebei underground party when the situation there was extremely dangerous, yet how could he have ended up like this?
These are not revolutionary cadres of the Communist Party of China at all; they are bureaucrats who only care about their own interests.
Only bureaucrats would handle things this way.
Although Li Fuming was not directly responsible for this incident, Wei Hongjun would definitely not continue to employ such a cadre. Furthermore, Wei Hongjun wanted to impose severe penalties on him, even wanting to expel him from the Party. However, Li Fuming's case still needed to be reported to the Jin-Cha-Ji Central Bureau, to see what the final punishment would be. After all, he was a local cadre who had joined the Party during the Agrarian Revolution.
I kept thinking about these questions until I fell asleep in a daze around four in the morning.
However, Wei Hongjun got up around six in the morning. Not long after Wei Hongjun got up, Ding Sheng, the commander of the Third Special Brigade, came to him.
"You came.
"I received an order from the political commissar and came here overnight."
"sit."
Ding Sheng was quite satisfied after arriving at the Yirecha Military Region.
Compared to the fact that he had been playing a supporting role throughout the War of Resistance Against Japanese Aggression, he was still valued after arriving in the Yirecha Military Region.
With Wei Hongjun's approval, the Ji-Re-Cha Military Region was already prepared upon his arrival. The region quickly assembled the local troops, totaling approximately 4000 men. These troops were used to form the Third Special Agent Brigade. The region then allocated 2000 new recruits and assigned some officers to the brigade, bringing the total strength of the brigade to over 6000 men.
Although they are not as strong as other brigades in the Hebei-Rehe-Chahar Military Region, those brigades are all of 10,000 people in size.
Including in terms of weapons and equipment, it is not as good as other brigades in the military region.
But Ding Sheng was already very satisfied.
After all those years of wandering and just hanging around, this was the first time I personally organized, trained, and commanded a unit. I was truly a brigade commander.
Ding Sheng is a very capable cadre.
Historically, he led local troops and trained them into an elite force, which became the first-class main force of the Fourth Field Army on the battlefield. At that time, Ding Sheng formed his troops without much support.
It was entirely by relying on himself step by step that he brought the local troops to the main force.
But it’s different in the Hebei-Rehe-Chahar Military Region.
Still, it received a lot of support. As a result, within a year and a half of its establishment, the Third Special Forces Brigade had become a strong force in the Hebei-Rehe-Chahar Military Region. Furthermore, during this year and a half, the military region supported the expansion of the Third Special Forces Brigade.
The 3rd Special Forces Brigade had only two regiments at the beginning of its reorganization phase, but has now expanded to three regiments.
The total force is more than 8000.
So Ding Sheng is very grateful to Wei Hongjun.
It was precisely because of Wei Hongjun's support that he was able to fully display his talents in the Hebei-Rehe-Chahar Military Region. Recently, the military region issued a general offensive order to all units against the Japanese and puppet troops in Rehe, and Ding Sheng was also eager to take action.
Prepare to annihilate more Japanese and puppet troops and make military achievements. This will expand the army and improve its weapons and equipment. Ding Sheng is ambitious.
Now that he had arrived at the Yirecha Military Region, he had to build his troops into a top-tier main force in the region, ideally on par with the First, Eighth, and Ninth Brigades.
"I want to ask you, how did you go about reorganizing those local troops in the military region?"
"When I arrived at the military district, they had already received a telegram from the political commissar. So they issued a document to each county, asking them to gather all the county brigades and district squads to form a new unit.
"What about Weichang County?"
"At that time, Weichang County was close to Chifeng and still needed to fight. So we decided to retain the county brigade and district squad of Weichang County. The main reorganization was the local troops of Shengxian, Xuanzhuhuai, and Longyanchi counties.
"I see."
Wei Hongjun nodded.
When Wei Hongjun was in Yan'an, the Japanese and puppet troops in Rehe were mainly stationed in Chengde and Chifeng, fighting against the Eighth Route Army. Weichang County was close to Chifeng, and at that time, fighting between the Japanese and puppet troops and the Eighth Route Army was frequent.
Therefore, it is a reasonable arrangement to retain the Weichang County Brigade and District Squad.
However, the military district had already captured Chifeng several months earlier, so it was inappropriate for Weichang County to retain so many local troops. Therefore, Wei Hongjun said, "I called you here this time specifically for the local troops in Weichang County. Their county brigade and the district squads below it are quite a large force. You will reorganize these troops and incorporate them into the Third Special Agent Brigade."
"Yes."
Ding Sheng was very happy.
Because Weichang County was frequently involved in battles, many local troops remained here. Ding Sheng was now seeking more troops.
"I'll give orders here soon. You'll follow Director Han today to reorganize these troops."
"Yes."
After arranging this matter, Wei Hongjun went to Yao Ziming.
Checked Chu Yan's situation.
He felt much better than a few days ago. Seeing Wei Hongjun coming over, he immediately stood up and said, "Political Commissar Wei."
"Comrade Chu Yan, I'm speaking to you on behalf of the Border Region Party Committee."
Wei Hongjun bowed to Chu Yan.
"No, no, no. Political Commissar Wei, this, this Chu Yan was completely at a loss when he saw Wei Hongjun like this.
He shook his head repeatedly.
Wei Hongjun stepped forward, shook Chu Yan's hand, and said, "Comrade Chu Yan, this time it's not just that you've been framed. More importantly, many problems have surfaced behind the scenes that shouldn't have happened. Our border region has clear policies, and the documents issued are also very clear. Yet, the cadres below so blatantly collected more public grain, and the Border Region Party Committee didn't get any information. This shows that our Border Region Party Committee has made a mistake in its mass line and has become divorced from the masses. It also shows that there's a problem with the communication channels between our border region government and the upper levels. What's happening below hasn't been reflected at all from above. Of course, what's even more serious is that the cadres below so arbitrarily collected public grain, but the local people were completely unaware of it. This is a mistake in the work of our Border Region Party Committee, and also a mistake on my part as its Secretary."
Chu Yan was a scholar, so Wei Hongjun apologized to him.
I hope it can give him some comfort.
Chu Yan was a little at a loss because of Wei Hongjun's attitude.
Chu Yan looked at Wei Hongjun and suddenly said, "Political Commissar, I think the biggest problem is that the lower-level cadres have absolute control over their work in the local area. Whatever they say is the truth. Many of the farmers in the village are illiterate and have never been to any place in their lives. They know nothing but what they are told to do from above. That's why the village work team collects such high public grain, but no one thinks there is anything wrong with it. After all, compared to the past when there were Japanese and puppet troops and bandits in this place, life is much better now. So they support the Eighth Route Army without regrets.
Wei Hongjun felt very embarrassed for a moment.
Why did the Chairman shout "Long live the people"? Because the victory of the Chinese revolution was due to the support of the Chinese people for the revolution.
Our people are indeed lovable. When the Eighth Route Army arrived in Weichang County, they annihilated the Japanese and puppet troops, and resolved the long-standing bandit problem. The people remembered this "kindness."
They may have a small peasant mentality and may have bad habits of one kind or another, but they are simple.
They know who is good to them.
Just because life improved slightly after the arrival of the Eighth Route Army, they wholeheartedly supported it and followed it wholeheartedly. Regarding the peasants' inherent bad qualities, we shouldn't discriminate against them or belittle them, let alone deliberately exaggerate or satirize them. Some Chinese writers love to write about the peasants' bad habits, then touting them as simply human nature.
But they never consider why farmers harbor so many inherently bad traits. History, the current living environment, and even poor upbringing have led to these backwardness and bad habits. These authors rarely analyze the underlying reasons, simply treating these bad habits as human nature. While they mock the peasants' inherent badness, they never consider how to help them change.
Just to criticize and ridicule them.
Because they look down on the lower-class peasants from the bottom of their hearts. They profess sympathy for them, but in their actions they act condescendingly, looking down on them, using so-called pity to demonstrate their so-called "kindness." Their pity isn't truly for the benefit of the lower-class peasants; it's a self-proclaimed "kindness" of charity.
But they forget that it was these peasants, with their backward ideas and bad habits, who pushed forward the Chinese revolution and ultimately secured its victory. The task of these revolutionaries is to educate the peasants and help them correct their flaws.
