To the east lay Peking and Baoding, but Shengxian County had poor transportation and was surrounded by dense forests and mountains to the east, so there wasn't much contact with Peking. Materials and personnel from the Jingji region either passed through the Zhengtai and Pingsui railways or Laiyuan County.
Wei Hongjun had some understanding of the anti-Japanese history in northeastern Shanxi.
The Northeast Shanxi Anti-Japanese Base Area began to flourish with the establishment of the Shanxi-Chahar-Hebei Anti-Japanese Base Area. Later, the Shanxi-Chahar-Hebei Pingxi Detachment, the 120th Division, and the 115th Division all established bases here.
However, compared to several key base towns in northeastern Shanxi, Sheng County's development was much slower. Although the Eighth Route Army established a base here and the Japanese army also entered the area, Sheng County's real importance did not come until late 1939. The Eighth Route Army and the Japanese army were fighting back and forth in Laiyuan County and Fuping County. For logistical reasons, the Japanese army opened up another route. This route was to go from Peking through Wanping and Huaiyuan to Sheng County and Yuanyuan. As a result, Sheng County became a key battleground for the Japanese and Eighth Route Army.
