Chapter 404 A Cry for Help from the Magic Council (MNP)

The task that Makarov gave to Kira and the others was commissioned by MNP through ERA, who then commissioned Fairy Tail. Therefore, Kira took Erza and the others to the Council to see Gran Doma, who then recommended them to the council members who had come from afar to seek help.

The person from MNP was named Justus, a young man who looked similar to Lahar. Kira was probably the captain of some squad, which is why he was sent to Ishgar for help.
