"You just said you needed to think about Superman's suggestion for a while, but I have a feeling you already have a plan and are indeed intending to stay here for the time being. Are we really going to fight the Anti-Monitor?"
“Yes, you’re right,” Carl confirmed the other’s guess: “We’ll most likely have to fight the Anti-Monitors.”

Carl didn't actually want to fight the Anti-Monitor; the risk was too great. After all, the original Superman had died at the hands of the Anti-Monitor, and the Anti-Life Equation hadn't even been used yet. If they fought, he would have to face the risk of death.
However, he now has nowhere to retreat. Finding a way to travel through parallel universes in a place like Earth 0 is easy, but crossing the multiverse is another matter entirely.
It's almost impossible to build a space probe tower before the reboot, but he needs such a tool to cross out of the DC universe, so he has to face the anti-monitors.

“Once they calm down, let Night Owl find a way to connect these cities and restore transportation and the economy. We also need to find something for those who weren’t shrunk,” Carl thought.
Currently, the individuals on Earth-3 who retain their original body size are: Carl, Mebius, Night Owl, Johnny Quick, Ringer, Deathstorm, and the Joker, who has already left.
They are currently in Earth 0, which, as the main universe, is even more dangerous than Earth. We cannot allow these villains to act recklessly and cause trouble.
"How about we shrink them down too?" Karl thought for a moment, but decided against it.
"Let's forget it. There's still a battle against the anti-surveillance agents in seven months. We'll need these people then. Let them gain more practical experience outside. But we still need to restrict their movement."

Earth 0 isn't very interesting. As the main stage of the DC universe, it's a place where stories of heroes and villains are constantly unfolding. His goal is to leave the DC universe. If he goes to Earth and gets involved in related events, no matter how big or small the problem is, he'll feel mentally exhausted and it won't help him relax at all.
