"Who did you say?" Harry asked.
“The one with the bear hat,” Ginny said, “her club is famous. She gets all sorts of unique recipes and secret sauces from somewhere, especially Luna’s family recipes—”
Ron choked and coughed repeatedly.
"After hearing what you just said, I was thinking of going to check it out at the next club event," he said dejectedly. "Now I've given up hope."
“Don’t say that,” Ginny said reproachfully, then added in a tone that Harry found completely unnecessary and guilty, “Berberis wasn’t popular when it first came out either, think about its current status.”
“Yes, I can roughly guess the role that Luna’s family recipes played in it,” Ron said sarcastically.
Mrs. Rosmerta brought over the drinks, and Hermione looked up from her booklet and casually asked, "Hello, Mrs. Rosmerta, how's business lately?"
“It’s alright,” she said. “Didn’t they build a new wizarding town in Cornwall to house foreign wizards? It’s called Rutherford.” Hermione nodded. “They got some here too, but not many. There are also some people who moved here from the Muggle community to stay temporarily.”
She also mentioned someone.
"You know a witch named Carlotta Pinkerston, right?"
Hermione nodded again. "I know, she's advocating for the repeal of the Secret Service Act. I think she must be thrilled."
“She’s been locked up again,” Mrs. Rosmerta said.
“What?” Harry exclaimed incredulously. The other three were equally surprised. Mrs. Rosmerta explained, “The day after the wizard was completely exposed, she happily checked out of her room, saying she was ready to do something big. But during that time, wasn’t the Ministry of Magic asking everyone to stay hidden? Yet she was the only one showing off her magic in front of a Muggle attraction, and she was taken away by the Ministry of Magic in less than ten minutes… But now that the peace treaty has been signed, she’ll probably be released. Maybe she already is.”
Mrs. Rosmerta then recommended new dishes to them, but after Ron placed the snack gift bag on the table, she turned to attend to the other guests. Harry and the others began to try the food that Fred and George had carefully prepared.
“That woman got what she deserved,” Ron said. “There are always some people who want to be different and go against the grain. You have no idea how many overtime hours Dad worked during that time. I heard that a wizard cast a rain spell on their Muggle neighbors before they moved away, and the water was three feet deep…” He picked up a pale yellow grape and popped it into his mouth. “Not bad, orange flavor—what are you laughing at?” His face unconsciously turned the color of a grape.
Harry quickly stopped smiling, while Hermione and Ginny shrugged their shoulders on the table. Ron kept asking what was wrong. After a while, Ron finally figured out what was going on and forced Harry to eat a grayish, unappetizing multi-flavored grape. As a result, Harry's face turned bright red.
“An upgraded version, huh?” Ron angrily pushed the remaining half bunch of grapes aside.
Once everyone had calmed down, Hermione waved the pamphlet in her hand. "So the Ministry of Magic is advising everyone to behave well. Now it's joint enforcement, and every precedent will have consequences," she said, laughing at herself. "I think Carlotta Pinkerston's name will definitely appear in the new regulations..."
“And that guy who turned his neighbor’s house into a swimming pool, that’ll definitely be mentioned in any history of magic textbook,” Ginny said.
The door opened from the outside, and Ephias Dogi came in looking travel-worn. Harry waved to him, and after Dogi sat down, the group noticed that he looked slightly tired, with sunken eyes and an angry expression.
"I'm so sorry, kids, I'm late."
"What's going on?" Harry asked, noticing his emotional state.
“It’s nothing,” Dorje said immediately, but all three people present stared at him intently. He sighed, “Well… I ran into a crazy woman on the way, and I argued with her for a long time.” He said angrily.
"Why?"
“Some rumors, conspiracy theories and stuff. I’ve been gathering details for Dumbledore’s biography, and since Harry couldn’t leave school, I went to visit him with the list,” he shook his head, a few strands of hair fluttering on his forehead.
The three stared at him blankly. He glanced at the guests a few tables away and lowered his voice, saying, "As you know, there have been a lot of changes in the wizarding world recently. Individually, they're not a big deal, but when put together, they make people uneasy... Fear naturally leads to an outlet, and those big shots whose names you can name naturally become targets for venting anger, even Dumbledore..."
“But Professor Hyp and Ms. Burns, the staff of the Ministry of Magic, the Order of the Phoenix… are doing everything they can to plan for all wizards—don’t these people know that these measures could prevent hundreds or thousands of conflicts in the future?” Harry said angrily.
“Obviously, they don’t know,” Dorje said calmly.
Dorjee explained understandingly, “They only know that their lives have changed, that things have changed, but whether it’s good or bad needs time to prove. They are filled with fear of the future.”
Harry and the others exchanged glances silently.
“But, Mr. Dorje, we rarely hear similar views at school, nor in the newspapers,” Hermione said.
“Ah, I’m like your brains that haven’t fully formed yet. As for the older ones,” Dorje said slowly, “many wizards are actually still alive, but they’re no different from the dead. They only come out of their houses once or twice a year, and the things in their minds are already outdated.”
“That’s easy to understand, just like our Aunt Muriel,” Ron said to Ginny.
Ginny rolled her eyes.
"Without your reminder, she warned me after Bill and Fleur's wedding that if I wanted to borrow her headdress for my own wedding, I had to follow the old customs."
Harry gasped for breath.
"What did you say?" Ron asked.
Ginny waved her hand with a grin, "I told her not to bother, I plan to hold the wedding in the sky, and give every guest a flying broom..."
Ron looked at Harry with a strange expression, then gave him a thumbs up and exclaimed in admiration, "Amazing! I can't wait to see it!"
Dorje chuckled and said, "If that's the case, please remember to invite me. I'd like to see it too." Then he noticed that all four people present were staring at him intently. He was a little confused. "...Did I say something wrong? Although I'm over a hundred years old, I still occasionally ride a broomstick around the yard for a while..."
"Um, Mr. Dorje?" Hermione asked cautiously, "You just ate the grapes on the table?"
"Oh, I just grabbed one... What's wrong?"
The four quickly shook their heads guiltily. Hermione whispered a word, "Fifteen minutes." The other three immediately realized she was referring to the duration of the grapes' skin-coloring effect. "Mr. Dorje, let's talk about the biography," Harry said. "I've written two more chapters of the draft, but I feel some parts are prone to misunderstanding..."
He gestured for Hermione to take the manuscript out of her beaded pouch, trying to avoid looking at Dorje's green, wrinkled face.
Dogi took a thick stack of parchment from Hermione and began to read, saying as he went, "That's why I admire Mr. Hyp. He's a very farsighted man, especially when it came to writing Dumbledore's biography. What's that word? 'anticipating the enemy's moves.' At first, I had some doubts..."
The rest of October was spent in continuous rain, and a chill crept in, enveloping the entire country for the next two weeks with a sharp drop in temperature. It wasn't until Halloween was just around the corner that the air finally stopped being so damp all the time.
Compared to the enthusiasm of the people inspired by magic in the cold weather, governments around the world are more concerned about the international wizarding organization that is said to be comparable to the United Nations but more effective. Their secrecy law alone has been in effect for three hundred years, which is longer than the current existence of most countries in the world.
On October 27th, something finally happened.
Chapter 718 The Charter of the Federation and Alliance
A law with a long name but short length, but of great significance and far-reaching influence, has been circulated. Its full name is "Charter of the International Federation of Wizards and the International Pan-Magic Alliance".
This law, born under special circumstances, has its own unique charm. In addition to regulating the responsibilities, rights and obligations of all wizards, it also stipulates a series of issues such as handling the relationship between the magical world and the non-magical world, short-term, medium-term and long-term goals, and clarifying the management boundaries between the two sides.
This is also the first time the 'International Pan-Magic Alliance' has officially appeared in legal texts.
Its impact is far-reaching, signifying that the Pan-Magic Alliance branches spontaneously established by various countries are no longer loose regional organizations, and almost revealing to the world that the International Pan-Magic Alliance will play a pivotal role in the future.
Along with the Charter of the Federation and Alliance, an order was issued from the Federation headquarters: every wizard should receive a copy. Even those wizards hidden in obscure corners of the world received copies through friends or local Ministry of Magic staff.
At school, Harry held a club event before Halloween, where they ate, drank, and talked about the topic.
“A lot of dark wizards have suffered,” Ron said with a grin. “They’ve been really unlucky lately, being sifted through like lice.”
“Mom said they have to study even in prison.” Neville’s eyes gleamed with excitement, which Harry mistook for schadenfreude, but it was so rare to see such a reaction from Neville.
“It’s true, and the requirements are even stricter.” Susan Burns smiled.
"Reliving the hectic days of the .ls exam really makes life seem meaningless." Compared to Neville, Daphne Grindras smiled brightly.
“Dad is thinking of putting illustrations on every law,” Luna said.
“I will buy it for my collection, Luna,” Hermione said, excitedly reading aloud from the booklet. “Apart from the preface and conclusion, the Charter of the Federation and Alliance is divided into seven chapters, each corresponding to a major theme. These seven chapters are—”
General conventions of the magical world;
Principles governing interactions between individuals (families) in the magical and non-magical worlds;
Rights, responsibilities, and obligations of the Ministry of Magic and its social organizations;
Regulations governing magical creatures, ghosts, and magical phenomena;
Human rights, responsibilities, and obligations;
Draft proposal for cooperation with the non-magical world;
The resolution of disputes and conflicts, and necessary measures—concise and to the point, covering almost every aspect. Moreover, I noticed that the new law incorporates some provisions from the secrecy law…”
This is natural; the complete exposure of wizards does not mean that all existing laws no longer apply. For example, the requirements for wizards' attire have been greatly reduced. Wizards no longer need to be as completely disguised as before (although most wizards have never actually done so; since the enactment of the Secret Law, inappropriate attire has been one of the most common violations). Only two provisions remain: prohibition of exposing the genitals in public; and prohibition of wearing clothing or accessories that could easily cause misunderstandings.
Harry stared, bewildered as to who had suggested keeping the first rule—did wizards have a penchant for nudity? But then he couldn't help but recall the old wizard in a skirt he'd encountered during the Quidditch World Cup…
"What clothes and accessories are likely to cause misunderstandings?" Justin asked, somewhat puzzled.
Hermione was about to speak when Ernie Macmillan interrupted, "Wait—I seem to recall something. My uncle mentioned it in a letter… Last week, a wizard was being interviewed on the street, and when asked if his pumpkin hat was some kind of strange hobby, he said it was for Halloween—"
“That sounds pretty normal,” Justin said, puzzled.
“It’s not over yet—” Ernie said, suppressing a laugh. “That guy demonstrated it for the reporters, and a bunch of live bats flew out of the goblin pumpkin’s mouth, scaring the reporters and photographers half to death.” Several students burst into laughter, but Hermione said with a straight face, “The follow-up is going to be quite troublesome. Muggle animal rights organizations are suing the wizard for animal abuse.”
At this point, Hannah Abbott stared at the pamphlet and asked, "But Chapter 2, Article 13 mentions that you can demonstrate magic to Muggles."
"—Only when invited, or in special locations, such as New Diagon Alley, should wizards try to be as inconspicuous as possible when casting spells near Muggle communities," Hermione added, shrugging as she finished. "Actually, I've found that many wizarding laws aren't that strict, but rather judged based on the actual situation and the severity of the problem. If I were to perform magic tricks for my parents at home, there would definitely be no problem at all."
But the students present were all drawn to another word she uttered. Luna hummed a quirky tune and said, "New Diagon Alley, I really want to go see it."
……
Back in her office, Amelia Borns stared wide-eyed at the mountain of documents piled on her desk—there wasn't even a tiny piece of tabletop to be seen. She froze, and Felix thought she was suffocating. Luckily, Mr. Weasley came in with some documents, telling her that only a small portion of the files needed processing.
“The rest are things I feel it’s necessary for you to know,” Mr. Weasley explained.
Ms. Burns rolled up her sleeves, pulled a monocle from her pocket, and seemed ready to get down to business.
“A few hours won’t make a difference, Amelia. There shouldn’t be anything earth-shattering, right?” Felix looked at Mr. Weasley, who immediately understood and said, “No, there isn’t. In fact, the Minister even took some time to come back. If there’s anything particularly urgent, we’ll report it.”
“Let’s have a drink together.” Felix conjured a bottle of wine from thin air, and they sat on the guest sofa, chatting and drinking. Mr. Weasley took off his glasses and rubbed his shiny forehead; Felix noticed his hair was noticeably thinner.
Borns sat on the sofa, took a small sip of wine, swirled the glass, and said, "Arthur, how's your new department going?"
“Everything’s going well,” Mr. Weasley said, perking up. “Not counting Scrimgeour, we’ve had several collaborations with the Muggle government alone. The Muggle Prime Minister specifically allocated a small plot of land in the city, and my new colleagues and I worked for three days to transform it into a mini-Diagon Alley, which is now bustling with tourists. Some events—like publishing spellbooks and giving away freebies—have been held there, and several companies have responded to the Ministry of Magic’s call, such as the Daily Prophet and The Contrarian, who have given away thousands of newspapers and magazines to tourists for free—”
Felix guessed from the lingering fear on Mr. Weasley's face that he had probably met more people in this period than he had in the previous half of his life.
"You mean they're being given away to tourists for free? No money involved?" Ms. Burns asked curiously. "I don't know much about Lovegood, the editor-in-chief of the Contrarian Daily, but the Daily Prophet..."
“These are all unsold past issues of newspapers or magazines, so they don’t have much impact on them,” Mr. Weasley explained.
"Are there any businesses moving into the new Diagon Alley?" Felix asked.
“Not yet, but we’ve made some preparations in advance,” Mr. Weasley said. “We’ve contacted the parents of Muggle-born wizards to ask if they are interested in opening a shop in New Diagon Alley. In fact, many of them are Squibs—or similar beings, as Mr. Ollivander told me—at least they can use their own wands and can start working after a little training.”
"Have the Squid Rights Association contacted you?" Ms. Burns asked. "They might be interested."
Mr. Weasley nodded first, then shook his head. “We’ve contacted them, but their interest isn’t very strong.” Seeing the slightly surprised looks on Felix and Ms. Burns’s faces, he smiled. “Most of those who know they’re Squibs have relatives still alive, and many families are willing to find their lost children…”
Any other news?
"After the contract was signed, more than a dozen anti-wizard demonstrations broke out one after another, but the momentum was not great. Our protective magic can ensure that people with malicious intentions cannot enter, and the weapons will also be ineffective."
“The situation is very good,” Ms. Burns said with some excitement.
“There were also some unexpected incidents,” Mr. Weasley said, slightly embarrassed. “Two of our personal wands were accidentally lost during the event.”
"What happened?" Ms. Burns sat up from the sofa and asked with a serious expression.
"Wasn't the previous plan to roughly estimate the number of Squibs? Three days ago, we held an event for tourists to experience the custom wands. Mr. Ollivander further improved the custom wands. I don't quite understand the principle he mentioned, but it's probably that combining some magical creature materials can improve the sensitivity of the custom wands... Anyway, we have a rather rough result, with the data being around 200 to 1."
Felix nodded slightly, stroking his chin as he said, "So there are probably 300,000 Squibs in all of Britain? No, that's not quite accurate. Most of them probably have even worse magical perception and can't even see common magical phenomena, like ghosts and Dementors."
