Fifteen minutes later, at the Gotham Police Department.

Bruce threw Victor, who was tied up, out of the Batmobile at the entrance of the police station. To prevent the guy from escaping again, Bruce specifically called Gordon.

“Detective Gordon, I’ve dumped Victor Zass at the police station entrance.”

"You know who I am, please convey my condolences to the detectives who died in the line of duty."

Bruce, who had been hiding in the shadows, quietly left only after Gordon arrived with several officers who were willing to come along.

Unfortunately, unlike Mr. Freeze, this guy didn't retain even a shred of conscience; he was a complete psychopath and an electrocution sadist.
