This further fueled the love-hate relationship between S.H.I.E.L.D. and Hydra, and Tony was certain that the Hydra war, which was originally scheduled to erupt in Captain America 2, would probably have to be brought forward.

Tony hadn't forgotten that there was a wicked woman named Viper in Hydra who was eyeing his life. Perhaps Fury was pressing hard enough that Hydra was temporarily too busy with other things.
Furthermore, if S.H.I.E.L.D. can quickly inflict heavy damage on their opponents and force the entire organization to surface, it will make it easier for Tony to track down that wicked woman named Viper, find out why she's targeting him, and eliminate the threat along the way.
Actually, Tony always felt that Hydra in the MCU was pretty low-class.
In the comics, Hydra is portrayed as incredibly powerful, possessing a wealth of advanced technology and a host of super-powered henchmen, making them fully capable of directly confronting the Avengers.
In the MCU, Baron Strucker's headquarters is said to be the most luxurious and powerful base among Hydra's strongholds. Yet, even this most powerful base performed utterly unremarkable when attacked by the Avengers at the beginning of Avengers: Age of Ultron.
Throughout the brief, symbolic resistance, the entire base was filled with the atmosphere of "The Avengers are here, we're doomed." A group of soldiers seemed to be constantly firing their guns, but their score was 0-5.
The only damage he dealt was a tiny sliver of health to Hawkeye, and that was only after Quicksilver launched a sneak attack to provide support.
In addition, the Hydra organization in the MCU doesn't seem to have many superhumans; the most famous ones are Winter Soldier, Scarlet Witch, and Quicksilver.
There were only a few of them, and they all betrayed the Avengers in the end. So rather than calling Hydra in the MCU a cunning villainous group, it's more accurate to say they're the Avengers' training ground—focused on cultivating talent specifically for the Avengers, with the final interpretation of the rules still belonging to the Avengers.
Red Skull, the only member of the entire organization to have a final boss in the movie, was absent from Phase One of the MCU all the way to Phase Four. Only after Phase Four did he realize that he had been demoted from the leader of the organization to a cosmic tour guide.
Until Avengers: Endgame, Captain America's "Hail Hydra" in the elevator stunned the Hydra executives, thus shattering the Hydra's prestige in the MCU and transforming it from a terrorist organization into a comedic force.
Because of all these factors, Tony did not rate Hydra highly when he compiled a list of global threats. However, considering that these traitors had been lurking in the upper echelons of various countries, S.H.I.E.L.D., and the military for many years, and that while their direct strength might not be that great, their insidious nature was truly remarkable, Tony decided that he could not let his guard down and had to make sure that the threat was eliminated.
Tony's to-do list is getting longer and longer. He never forgets that he has a lot to do, and he makes sure to go through all the to-dos at least once a day, adjusting the priority of each item and thinking about whether there is anything that can be done right now.
However, while dealing with these issues, Tony certainly didn't forget about armor upgrades and weapons development.
After all, no matter how much data he collects or how many countermeasures he prepares, his own strength is always the foundation of his survival. No matter how many things he has to do or how busy he is, he will always make time for the laboratory and the armor.
Designing new armor and watching increasingly powerful equipment emerge in his hands brings him a sense of satisfaction and security.
In fact, besides being a necessity, designing armor is also his primary interest in life now.
Armor is his strength. Through continuous scientific research and exploration, upgrading power consumption and enhancing output, he gains faster power, more intense firepower, and greater speed. Not to mention that machinery and armor are inherently a man's romance. The Mark 1 is one of Iron Man's most popular armors. It debuted in "The Avengers" and was the armor Tony wore when he faced the Chitauri army in New York.
The Mark 7 is significantly larger than its predecessors, belonging to the heavy armor category among Iron Man's standard models. As seen in the Battle of New York, it carries a large number of micro-missiles, armor-piercing rounds, enhanced laser-cutting lasers, heavy missiles, and much more.
It's no exaggeration to say that the Mark 7 is a walking arsenal.
Furthermore, the Mark 7 was the first armor capable of remote, automatic deployment. It could transform into a flight capsule, using laser guidance, and could fly remotely and automatically deploy onto Tony Stark without the need for a disassembly platform or robotic arms. It was the progenitor of all subsequent remotely deployable Iron Man armors.
Tony has already created the framework for the Mark 7, but it's still in the design phase. He wants to refine the design before starting construction, hoping it will be a next-generation model that is significantly different from his previous six generations, rather than like some other manufacturers' phones—
