Vampires are not a monolithic entity, a fact well understood even by humans, the ruled class. If they are hostile vampires, the humans under their rule will fight each other and even slaughter those they rule.

However, if two vampires know each other, the likelihood of conflict between them is very low, meaning they won't need to fight. This is undoubtedly a good thing for their town.
