In the Fate world, magic is usually called magic, but the magic in that world is something like rules, or you could call it a miracle.

While alchemical artifacts in the wizarding world are magical, they are rarely related to combat. Examples include the Hogwarts Sorting Hat, which grants independent thinking; the Ravenclaw common room pull ring, which allows for a constant stream of unique questions; the Gryffindor sword, which appears to possess antimagic properties; the Ravenclaw tiara, which increases intelligence when worn; the Resurrection Stone, which can falsely resurrect the dead; and the Invisibility Cloak, which grants invisibility so great that even Death cannot detect it.
In terms of sheer wonder (mystery), it definitely surpasses most Mystic Codes; in the world of Fate, perhaps only Noble Phantasms can rival it. But as for its combat effectiveness...

Its initial form was created by one of the twelve families, El-Melloi, and is the Mystic Code used by Kenneth El-Melloi Archibald in the Fourth Holy Grail War (the lemon-headed character in Fate/Zero).
Subsequently, because the Moon Essence Fluid was too automated and easily detected by experienced magicians, El-Melloi II (Wave) and Reines El-Melloi Archizorti, the rightful heir of El-Melloi, improved upon the original design by adding a virtual personality to this automatically tracking, attacking, and defending Mystic Code. This persona existed as a mercury maid with a certain degree of self-awareness (intelligence), greatly increasing the Mystic Code's adaptability.
The second human form is still somewhat difficult for Dudley at the moment. It's not enough to just use a Mystic Code; he needs a certain foundation in the magic of the Fate world.
