Each time he went in, besides providing medical care, he would learn the special techniques of the Gold Saints, observe the battles between the Saints and Specters, comprehend the Eighth Consciousness, and enhance his Cosmo.

In the Dragon Ball world, Goku returned to Earth, and for the time being, nothing much happened.

The first one is of course Majin Buu, who was created and sealed by the evil wizard Bibidi. His fighting power is as high as trillions, making him almost impossible to kill. He has various abilities and can increase his fighting power by absorbing different people, with no upper limit.

Cell was created by collecting the cells of everyone during the Saiyan invasion and fusing them together.

So the timing actually matches up.
