Although Alfonso is not responsible for taking care of the Red Sea Tree, he can still bring Thor into the Red Sea without any problem.

Alfonso didn't search; he stopped where the roots were densest and watched Saul and Kate's every move.
The Red Sea Tree is a very important strategic resource, concerning the future of the entire Neflet continent, so naturally he wouldn't leave Thor alone underwater.
Of course, there's no need to worry too much.
The unique nature of the Red Sea and the Red Sea Trees drew the attention of the entire tribunal.
If a situation becomes uncontrollable, even the Chief Justice of the Tribunal, Flim, will arrive immediately.
Alfonso was actually protecting Saul by not letting him cause trouble.
Thor knew that Alfonso was watching him. Although he was ostensibly searching for the atavistic mermaid, he was actually searching for his own target.

He's looking for a mermaid with the blood of Froco. Such a mermaid, like the one Kate possessed, is likely trying to escape the Red Sea and may appear in a hidden area on the edge of the Red Sea.

Thor smiled. "I'll go check it out and be right back."
Alfonso made no other move this time, just waiting upstairs.
Thor went for a swim and saw a mermaid lying on a rock.
This mermaid has several blue scales on its tail, which clearly indicates that it is related to atavistic mermaids.

The mermaid from earlier should have already escaped.

Thor turned around. The newly captured mermaid was male. Following Alfonso's naming convention, "Let's call him Quartz for now."
The mermaid, now with a new name, stirred, then was once again held tightly by Kate.
The road back was still dark, just like the difficulties Thor was facing.
"If the cause of the mermaid's illness cannot be found or resolved, you may have to accept Royer's plan to create a new royal family and modify the mermaids."
Alfonso, however, said, "I don't have high hopes for Royer's plan either. A new royal family? If bloodline fusion were that simple, the Tribunal wouldn't have allowed the current Eternal Night royal family to exist for so long."
A sigh rang out from the dark, flowing water.
"The fusion of bloodlines cannot be achieved through calculations and formulas; sometimes, it is as unpredictable as fate. And fate cannot be created."
