Calling Tonks along was to use her identity as a cover for Moriarty's intention to go to Azkaban.

Moriarty smiled politely: "I'm just here to accompany my girlfriend; let's leave this to the professionals."

"Oh? The Dementors' favorite place. Shouldn't their favorite place be Azkaban's graveyard?"
Moriarty knew that Azkaban had a cemetery—it didn't originally, but so many prisoners died there.
The Aurors in the prison built a cemetery specifically to bury those who died of despair.
The Auror leader shrugged and said, "The graveyard is, and so is this place, and Dementors—who knows?"
"Yes, yes, it's my favorite place."
Moriarty's eyes flashed with a sharp light. He took one last look at the place and walked out.
Returning to the front of Azkaban, Moriarty suddenly said, "Mr. Scrimgeour? Do you know the history of Azkaban?"
Scrimgeour found this strange, but still answered Moriarty's question seriously.
"After Damocles Roll was elected Minister of Magic in 1718, he insisted on using Azkaban as a prison. He believed that the Dementors on the island could serve as guards, saving time, money, and effort. Despite opposition, the plan was implemented."
Tonks exclaimed, "Does becoming a Ministry of Magic official mean memorizing a whole bunch of Ministry of Magic history? Oh my god! I'd rather be an Auror for life!"
Moriarty frowned slightly. "Even older? I mean, does Azkaban's history only go back to 1718?"
"What do you want to ask?" Scrimgeour stared directly at Moriarty with his lion-like eyes.
"Oh, relax, my director," Moriarty said with a smile. "I just suddenly remembered that Professor Binns didn't talk about the history of Azkaban, and I'm a little curious."
Tonks chimed in, "Yes, the students all say that if there's anything Professor Binns doesn't know, it's only the Death Veil of Azkaban and the Department of Mysteries."
Scrimgeour then lowered his guard and, after a moment's thought, said, "I have told you everything I know, Mr. Slytherin. The Minister is here; you should leave."

Moriarty smiled and linked arms with Tonks, preparing to Apparate.
Before leaving, Moriarty took one last, deep look at the island.
"What you know is only the history of Azkaban, but what I want to know is the history of this island!"

Moriarty and Tonks reappear in London.
The streets were bustling with traffic and people.
Tonks asked, "How did you get here? What do you want to buy?"
"Nothing to buy, just a date." Moriarty took Tonks' hand and began to show her around: "This is Shaftesbury Street, the neighborhood where London's theaters are located."
