The first snow of the winter fell from the sky, covering the grime of the entire city, but unable to wash away the stench of decay emanating from the center of power.

Inside a Georgian-style red-brick mansion just blocks from the White House, the fire in the fireplace was burning brightly, occasionally crackling and popping.

FBI official George Miller stood at the edge of a thick Persian carpet, clutching a thin folder tightly in his hand.
