Anti-gang campaign: Female bureau chief

Chapter 7 The Beginning of the Unveiling

Jiang Ruolan opened the top book, inside which was a report. The whistleblower was a retired teacher from Yi'an City, surnamed Sun.

The material details how the "used car market" in the eastern part of Yi An City was actually an underground bank controlled by the Feng Mao Group, specializing in usury and violent debt collection.

The whistleblower said that his son borrowed 50,000 yuan from Fengmao, and three months later, the interest ballooned to 400,000 yuan. Unable to repay the money, he was kidnapped by Fengmao people and locked up in an abandoned factory on the outskirts of the city for three days, during which three of his fingers were broken.

After my son was released, he was completely devastated. He was afraid to call the police or go out. He has now gone to another city and has lost contact with his family.

The report was dated June of last year.

The document was stamped with the receipt from the Municipal Bureau, and next to it was a line of small print written in pencil: "Transferred to the Economic Investigation Division for processing."

The Economic Crime Investigation Division's opinion was simply, "Insufficient evidence."

Jiang Ruolan closed the folder and looked up at Lu Zheng:

Have you seen this document before?

Lu Zheng leaned over to take a look, then shook his head:

"No, according to regulations, this kind of clue involving organized crime should be transferred to our criminal investigation department, but this material was directly transferred to the economic crime investigation department without going through our team."

"Who is in charge of the Economic Crime Investigation Department?"

"Deputy Director Fang Xuewen."

Jiang Ruolan didn't ask any further questions. She simply took out the folder and put it aside before continuing to look through the other materials.

She read it very carefully, not missing a single page, and would take pictures of important parts with her phone.

Standing to the side, Lu Zheng watched as the new director went through the accumulated materials, and a feeling he hadn't experienced in many years welled up in his heart.

It was something long lost, something called "hope".

He spent eight years at the Yian City Police Department, watching helplessly as the city was swallowed up by darkness bit by bit, while the person wearing this uniform could only stand by and do nothing.

It's not that I don't want to manage it, but that I can't.

Every time they try to delve deeper into a clue, an invisible hand reaches down from above and cuts it off.

Either the evidence was suddenly "lost," or the witness suddenly "changed their story," or the case was suddenly "assigned to another department by a higher authority," and then nothing more was heard from it.

Over the past eight years, Lu Zheng had thought about resigning more than once, but each time he walked to the director's office door to hand in his resignation, he felt reluctant to do so.

He was unwilling to admit defeat so easily, unwilling to let those people win.

So he stayed, doing everything he could in the cracks, waiting for the day someone would break through this hard shell from the outside.

Now, it seems this person has arrived.

But his reason told him not to be too happy yet.

How many people have come and gone in Yi'an? How many have come full of ambition and left dejected?

How many investigation teams has the provincial department sent down before? Which one didn't come full of enthusiasm, only to leave silently in the end?

Jiang Ruolan is only a thirty-three-year-old woman. How long can she last in this dangerous place?

Twenty minutes later, all eighteen police officers on duty from the Second Criminal Investigation Detachment had arrived.

Jiang Ruolan stood in front of them, without saying any platitudes or making empty promises, and only said one sentence.

"My name is Jiang Ruolan. From today onwards, report every clue you have about organized crime directly to me, without going through any intermediaries. I will follow every case from its inception to its resolution."

I know you're all feeling frustrated here. Many cases are stopped halfway through, and many leads disappear without a trace after being reported. I can tell you definitively that this will no longer happen from today onwards.

She paused, her gaze sweeping across the faces of each police officer, then said, word by word:

"If anyone tries to obstruct your investigation, let them come to me directly. If that doesn't work, I'll go to the provincial department. If that doesn't work, I'll go to the Ministry of Public Security."

I, Jiang Ruolan, will risk my life to lift this lid. Anyone who wants to work with me can stay. Anyone who feels they can't hold on can leave now; I won't stop them.

The office was completely silent. None of the eighteen police officers moved.

Lu Zheng was the first to speak; his voice trembled slightly, but he spoke with great effort:

"Director Jiang, I'll work for you."

"I'll work with you too."

"And me too."

"Count me in too."

The sounds rang out one after another, like a string of firecrackers being lit.

Jiang Ruolan looked at these people, and there was something burning in their eyes, something that Yi'an hadn't seen in a long time.

Jiang Ruolan nodded, not saying anything sentimental, but simply uttering a single word:

"it is good."

Just then, her phone vibrated; it was a message from Zhou Pei.

"I've found Qin Chuan's information; you'd better take a look."

Attached to the message was a PDF file. Jiang Ruolan opened the file, quickly browsed through it, and her gaze lingered on a certain paragraph.

Qin Chuan, male, 51 years old, is the deputy director and head of the criminal investigation branch of the Yi'an City Public Security Bureau.

He joined the police force in 1995 and served successively as a police officer, deputy director, and director of the Chengdong Police Station of the Yi'an City Public Security Bureau. In 2008, he was transferred to the Criminal Investigation Detachment of the Municipal Bureau as deputy director. In 2013, he was promoted to director and has served as deputy director since 2019.

Family background: Wife Li Rong, Director of the Nursing Department of Yi'an City People's Hospital. Only son Qin Tianyou, 27 years old, owns a company called "Tianyou Trading Co., Ltd." with a registered capital of 500 million yuan. The company was established in 2020, and its main business is building materials and logistics transportation.

Key point: Tianyou Trading Co., Ltd.'s main clients are Fengmao Group and its subsidiaries. Between 2020 and 2024, the company's business dealings with Fengmao Group totaled over 30 million yuan.

Jiang Ruolan's gaze lingered on this passage for a long time.

Qin Chuan's son runs a trading company whose main client is Fengmao Group. Qin Chuan is in charge of criminal investigation and drug enforcement, which are the core aspects of all cases involving organized crime.

In other words, all the cases involving Fengmao Group in Yi'an over the past few years have passed through Qin Chuan's hands, and Qin Chuan's son is making money from Fengmao Group.

This is enough.

Jiang Ruolan turned off her phone, looked up, and her expression remained unchanged.

She didn't mention this message to anyone, but continued to discuss the next work arrangements with Lu Zheng and the others.

But she knew in her heart that she had already drawn the first card in this hand...
