Chapter 2 The Second Fire
The bald youths moved with great skill, clearly used to doing this kind of thing.
The glass door was quickly smashed to pieces, shards scattered all over the floor.
No one in the crowd dared to step forward to stop them; some even lowered their heads instinctively when the young men's gaze swept over them.
The bald man at the front, wearing a gold chain around his neck, kicked open the shop door, dragged a middle-aged man out, pinned him to the ground, and pressed a baseball bat against the back of his head.
"Chen Desheng, only three days left."
The man with the gold chain squatted down and patted the middle-aged man's face. His voice wasn't loud, but everyone in the crowd heard it clearly. "If you don't move out within three days, it won't just be your shop that gets smashed next time. You have a daughter in middle school, right? Think about it carefully."
After saying that, he stood up, glanced around, grinned, and led a few young men to a black minivan parked by the roadside, then drove off.
The whole process took less than three minutes.
The crowd dispersed quickly after the van disappeared, leaving only the middle-aged man named Chen Desheng slumped in the middle of the broken glass, trembling all over, unable to utter a single word.
Jiang Ruolan put down her phone, glanced at the license plate number, and then uploaded the video to an encrypted cloud storage space. She asked Zhou Pei:
"Whose people are these?"
Zhou Pei's expression was also very unpleasant:
"I know that gold chain. His name is Zhao Biao, nicknamed 'Biaozi.' He's the boss of a demolition company in Yi'an. But the real boss behind him is Shen Wangshan. In recent years, Yi'an has been carrying out urban renewal projects, and many of the demolition projects have been won by Fengmao Group. Zhao Biao and his gang are in charge of the actual demolitions."
Last year, seven incidents occurred in Yi'an City where residents were injured during demolition relocation. All of these cases were ultimately resolved through mediation as "civil disputes," with none being formally filed.
"Seven times."
Jiang Ruolan repeated the number, her tone so calm that it was almost devoid of any emotion. But Zhou Pei had known her for many years and knew what kind of fire was burning beneath that calm.
"Go to the Municipal Bureau."
Jiang Ruolan said, her voice even colder than before.
Twenty minutes later, the SUV stopped in front of the Yian City Public Security Bureau building.
This is a gray building built in the 1990s. Many of the exterior tiles have fallen off, revealing the mottled cement base.
A white sign with black lettering hangs at the entrance of the building, bearing the words "Yian City Public Security Bureau," though the lettering has faded somewhat.
Jiang Ruolan got out of the car, stood in front of the building, and looked up at it.
She noticed two security guards sitting in the guardhouse by the entrance, engrossed in their phones and completely unaware of her arrival.
"Let's go."
Zhou Pei followed, carrying her suitcase.
There were several police officers in uniform sitting in the lobby, but they weren't working; they were drinking tea and chatting.
Upon seeing Jiang Ruolan and Zhou Pei walk in, one of the older police officers looked up, glanced at her, and immediately stood up after his gaze swept over her epaulets.
"You are... Director Jiang?"
"I am Jiang Ruolan."
Her voice wasn't loud, but everyone in the hall heard it. Several police officers who were chatting fell silent at the same time and instinctively stood up straight.
"Hello Director Jiang, I am Lin Dehou, the director of the Municipal Bureau's Office."
The older police officer rushed forward with a smile, "Why did you arrive early? We had arranged for someone to pick you up at the highway exit..."
"No need to answer."
Jiang Ruolan interrupted him, "Notify all team members who are at home to have a meeting in the small conference room in twenty minutes. Also, send all unsolved criminal case files from Yi'an City in the past three months to my office."
Lin Dehou was taken aback for a moment, seemingly not expecting the new director to have such a work pace from the start, but he quickly recovered:
"Yes, Director Jiang, I'll arrange it right away. Your office is on the fourth floor, I'll take you up there."
"No need, just tell someone to go to the meeting, I'll go up myself."
Jiang Ruolan took the suitcase from Zhou Pei and turned to him, saying, "You go back to the provincial department first, be careful on the road."
Zhou Pei looked at her, hesitated, and finally just patted her shoulder:
"Contact me anytime if anything happens."
Jiang Ruolan nodded and walked into the elevator with her suitcase.
The director's office on the fourth floor was larger than she had imagined, but also more empty.
The former director had been transferred a week ago, and the office was almost empty except for a desk, a chair, and an empty bookshelf.
The curtains were drawn, and the room had a stuffy smell from not being ventilated for a long time.
Jiang Ruolan drew back the curtains and opened the window, letting the outside air rush in.
She stood by the window, looking down at the city below, her gaze calm yet sharp.
Fifteen minutes later, Lin Dehou knocked on the door and came in, carrying a stack of case files in his hands, followed by a young policeman carrying the same stack.
"Director Jiang, these are the case files for unsolved criminal cases from the past three months, a total of forty-seven files, and this too..."
Lin Dehou took out a piece of paper from his pocket. "This is the list of team members who are at home today. They have all been notified and will be waiting for you in the small conference room in ten minutes."
Jiang Ruolan took the paper and glanced at it; five names were written on it:
Qin Chuan, Deputy Director and Head of the Criminal Investigation Division; Fang Xuewen, Deputy Director; Zheng Yuanchao, Deputy Director; Liao Yuhua, Secretary of the Discipline Inspection Commission; and Sun Ping, Director of the Political Department.
"What is Fang Xuewen in charge of?"
Jiang Ruolan asked.
"Deputy Director Fang is in charge of public security and economic crime investigation."
Jiang Ruolan nodded, then asked:
"How are the deputy directors of your Yi'an City Public Security Bureau ranked?"
Lin Dehou hesitated for a moment, seemingly considering his words:
"As is customary... Qin Chuan, the deputy director, is ranked first. He is in charge of criminal investigation and narcotics control, and is also the most senior member of the team. Fang Xuewen, the deputy director, is ranked second."
"Qin Chuan".
Jiang Ruolan repeated the name, "How many years has he been in Yi'an?"
"Deputy Director Qin is a native of Yi'an. He worked his way up from the grassroots police station and has been with the municipal bureau for more than 20 years."
"Okay, I understand."
Jiang Ruolan moved the stack of files in front of her. "You can go out now. I'll be there in ten minutes."
Lin Dehou left the office and gently closed the door.
Jiang Ruolan didn't rush to look through the case files. Instead, she took out her phone and sent a message to Zhou Pei:
"Help me investigate someone, Qin Chuan, the deputy director of the Yi'an City Public Security Bureau. The more details the better."
After sending the message, she opened the top file.
A case registration form was clipped to the cover with a paperclip, and it read—

Prior to the incident, the complainant had repeatedly filed formal complaints against Yi'an City Fengmao Group for illegally occupying his mining resources.
Case status: Case filed, suspects Ma San and Liu Ergou are at large.
Jiang Ruolan stared at the file for a long time, then turned to the next page...
