Anti-gang campaign: Female bureau chief
Chapter 105 A Stack of Files
The fingerprints collected by the technical department from the iron chain in the basement, after being compared overnight, all pointed to the same person—Tan Jingsong.
Meanwhile, a message came from the provincial anti-drug department that put the task force on high alert:
According to intelligence intercepted by Yunnan police, a large shipment of drugs will soon be transported from overseas to the mainland via Yi'an.
The transportation method is most likely to be smuggling in containers during cross-border freight. And recently, a batch of containers belonging to Speedy Logistics entered China from Yunnan and are currently waiting for customs clearance at the Yian Logistics Park.
The two storylines overlap significantly in time.
Tan Jingsong couldn't possibly be unaware of the situation—Fang Dayou's body had been discovered, Suda Logistics was being watched by the police, and the basement had been found. He would definitely speed up the disposal of everything that could potentially become evidence, including the batch of drugs.
He himself will likely abscond immediately after completing the handover of this batch of goods.
Jiang Ruolan and Zhou Pei made a phone call and agreed that they had to close the net within 48 hours.
The provincial department coordinated with Yunnan police to take simultaneous action, blocking Tan Jinsong's possible escape route on the border side.
In Yi'an, Jiang Ruolan ordered Lu Zheng to lead a team to secretly monitor the Suda Logistics warehouse 24 hours a day, including all vehicles and personnel entering and leaving the warehouse.
At the same time, retrieve the driving trajectory of the gray trailer truck with license plate number Yi A·7H832 over the past week to find out the most likely time and place for Tan Jingsong to appear.
The opportunity to close in came in the early morning of the sixth day after the incident.
At 3:40 a.m., the gray Jiefang brand trailer drove into the backyard of Suda Logistics' warehouse in the Chengdong Logistics Park.
The driver was Tan Jingsong.
The special police officers deployed inside and outside the warehouse acted simultaneously. Tan Jingsong tried to escape through the back door, but was tackled to the ground by two special police officers who were already waiting in the back alley.
He was unarmed and only said one sentence when he was subdued:
"I knew you would come, but I didn't expect it to be so soon."
During a simultaneous search of the warehouse, the task force discovered a large quantity of drugs hidden in the compartment of a gray trailer. The total amount of methamphetamine was 12.7 kilograms, packaged in sealed plastic bags and concealed at the bottom of a batch of cardboard boxes labeled "hardware accessories".
Meanwhile, a handwritten ledger was found in the safe in the warehouse office, recording all drug batches, quantities, delivery locations, and contact codes transported via Speedy Logistics over the past year.
The handwriting on the ledger has been identified as being written by Tan Jingsong himself.
After Tan Jingsong was taken back to the Municipal Public Security Bureau, the interrogation lasted for nearly six hours.
He was not as angry as Xu Yaozong, nor did he break down like Cui Changhe.
He sat in the interrogation chair, relaxed and calm, answering questions at a moderate pace, as if receiving a routine work report.
He confessed that the basement was secretly renovated by Nie Shichang three years ago, specifically to "deal with" the "unstable factors" discovered in cross-border transportation.
Fang Dayou is not the only victim.
Before him, at least two other people had been imprisoned in this basement—
One was a former driver for Suda Logistics who was suspected of leaking information to the police because he wanted to resign; the other was a small vendor from Shiqiao County who was temporarily detained for two days because he accidentally saw goods he shouldn't have seen in the freight yard, and was later "dealt with" by Nie Shichang himself.
"Where is the merchant's body now?"
Jiang Ruolan asked.
Tan Jingsong provided an address—the wastewater pool of another abandoned chemical plant in the old industrial area of the eastern part of the city.
The task force worked through the night and dug out a skeleton from the silt at the bottom of the wastewater pool.
The forensic doctor's preliminary assessment indicates that the time of death was at least one year ago, and the cause of death was the same as Fang Dayou's—mechanical asphyxiation. There were electrical wire marks on the neck, and all ten fingernails had been pulled out.
The remains were later identified as those of a food wholesaler named He Jiawang, whose family had reported him missing a year earlier. At the time, the police station classified the case as "suspected of going missing while working away from home."
With Tan Jingsong's arrest and the release of the search results at the Suda Logistics warehouse, the final piece of the Fang Dayou case puzzle has finally been put together.
The cross-border drug network, which originated from the Shen Wangshan era, was supported by Nie Shichang's Zhongyuan Investment Fund and Tan Jingsong's militarized execution capabilities. By utilizing the legal transportation platform of Suda Logistics, a stable drug transportation channel was established between Yi'an and the Yunnan border.
While repairing a car, Fang Dayou accidentally saw something he shouldn't have seen. Out of a sense of duty, he chose to report it and was subsequently locked in that basement. He was tortured by Tan Jingsong for dozens of days with a soldering iron and nail pullers, and was eventually strangled to death by an electric wire.
During the interrogation, Tan Jingsong confessed that he pulled out Fang Dayou's fingernails in order to force him to tell him whether he had told anyone what he saw or whether he had left any records.
He tried various methods, but Fang Dayou ultimately failed to reveal any useful information—because he indeed left no record.
He only noticed a packet of white powder sticking out of a cardboard box while repairing his car. His intuition told him something was wrong, so he called to report it.
After he made that tip-off call, he was asked to meet for a "talk," and then nothing happened.
In the last paragraph of the case closing statement, Jiang Ruolan wrote:
"Fang Dayou is not a policeman, not an informant, and has no special identity or background. He was just doing what a law-abiding citizen should do."
His death should not be forgotten, because for every person in society who chooses to stand up like him, there will be one less criminal like Tan Jingsong who treats human life as worthless.
The case-closing meeting for the murder of Fang Dayou was held on the fifteenth day after the incident.
On the same day, the Provincial Narcotics Control Department officially announced that, through a joint operation between the Yi'an police and the Yunnan police, a cross-border drug trafficking route that had long been active on the border between Yi'an and Yunnan had been completely destroyed, with 12.7 kilograms of methamphetamine seized and nine suspects arrested, including the ringleader Tan Jingsong.
After the meeting, Zhou Pei called Jiang Ruolan and said that the leaders of the department highly praised the work efficiency of the task force and asked her if she wanted to take this opportunity to go back to the provincial capital for a couple of days of rest.
Jiang Ruolan stood by the office window, looking at the sky to the east of Yi'an City, and said two words:
"No."
After hanging up the phone, she organized the case file of Fang Dayou and locked it in the filing cabinet.
The filing cabinet already contained a thick stack of case files—the Shen Wangshan case, the Gu Changhe case, the Su Nian case, and the New Year's Eve special case—and now there's another stack.
As she closed the cabinet door, her finger paused on the metal door for a moment, then she turned and walked to her desk, picked up a pen, and crossed off another day on the calendar…
