Houtu also said, "Fellow Daoist Nuwa's concerns are very valid."

Within the primordial world, although there is a separation between immortals and mortals and the coexistence of four religions, it is not without its flaws.

While we are away on campaign, the wilderness must always be guarded.

All the saints in the hall fell into deep thought upon hearing this.

To conquer the chaos and to guard the primordial wilderness are two sides of the same coin, and must be properly weighed to ensure that nothing goes wrong.

Pan Xuan stood at the head of the table and slowly spoke:

"What you fellow Daoists have said makes sense. The Primordial World is the foundation of our conquest of Chaos. If the Primordial World is lost, even victory will be a defeat."

Therefore, before setting out on an expedition, it is essential to arrange for those who will guard the primordial wilderness. In my opinion, three sages should be left to guard the primordial wilderness—”

He paused, his gaze sweeping over Zhen Yuanzi, Houtu, and Nuwa, and slowly said:

"Fellow Daoist Zhen Yuanzi, you govern the Earthly Immortal Realm and rule over the realms of immortals and mortals."

Houtu is in charge of the underworld and presides over the six realms of reincarnation.

Nuwa governs humanity and protects the human race.

These three fellow Daoists, each governing a region, are perfectly positioned to safeguard the Three Realms order of the primordial world, ensuring absolute security!

Upon hearing Pan Xuan's words, all the saints in the hall nodded slowly.

Zhen Yuanzi spoke first: "What Fellow Daoist Pan Xuan said makes sense."

I rule the Earthly Immortal Realm and govern the realms of immortals and mortals; the order of the Earthly Immortal Realm is intertwined with my life.

"By staying in the primordial wilderness, I can safeguard the realm of immortals and ensure the peace of both the mortal and immortal realms."

Houtu also said: "I am in charge of the Netherworld and preside over the six realms of reincarnation."

That netherworld order is the foundation of my Dao.

"I will remain in this primordial wilderness to guard the six realms of reincarnation, ensuring that all beings in this wilderness have a place to live and a place to return to after death."

Nuwa slowly said, "I am in charge of humanity and protect the human race."

That human world was the very source of life in the primordial world.

"I will remain in this desolate land to protect the destiny of humanity, ensuring that humankind can live in peace and prosperity, and thrive and multiply."

Pan Xuan nodded: "That's exactly what I meant."

The three fellow Daoists each govern a region, and thus the Heavenly Dao, the Earthly Dao, and the Human Dao are all protected.

With that foundation of perfect harmony between the three realms, we can be as stable as Mount Tai. We can then set out to conquer Chaos without any worries about the future.

Di Jun, Tai Yi, Lao Zi, Yuan Shi, and Tong Tian all had no objection upon hearing this.

The grand plan to conquer Chaos was thus decided.

Zhen Yuanzi, Houtu, and Nuwa stayed behind to guard the prehistoric world, while the other sages went out to fight with all their might!

With the decision to guard the area settled, Pan Xuan did not give up.

He then looked at the Three Pure Ones and slowly said:

"Fellow Daoists, it is our duty as sages to set out to conquer Chaos."

However, the affairs of the primordial world are numerous and complex, and the daily administrative operations and the maintenance of order in the Three Realms cannot be left unattended for even a day.

If we all leave, even with three fellow Daoists guarding the area, some daily affairs will inevitably be overlooked.

Laozi slowly said, "Does Fellow Daoist Panxuan mean that we, the Three Pure Ones, should leave behind avatars to manage the daily affairs of the primordial world?"

"That's right." Pan Xuan nodded. "The three of you are transformed from the primordial spirit of Pangu, and your path is the foundation of the Great Dao."

If the three fellow Daoists leave behind avatars, and open three more heavens above the thirty-third heaven, they can use their avatars to guard these heavens and manage the administrative operations of the primordial world.

As for the true forms of our three fellow Daoists, they can accompany us on our expedition into Chaos without any hindrance.

Upon hearing this, Yuanshi nodded slowly: "This plan is excellent."

We, the Three Pure Ones, will send our main bodies on expeditions while leaving our avatars behind.

The administrative operations of that ancient world were then handled by his clone. This way, both goals were achieved.

Tongtian also said, "Alright! Then let's open three more days, with my clone guarding them!"

Thus, the Three Pure Ones stood in the Great Luo Heaven, each raising their hands to open three more heavens above the thirty-three heavens.

Laozi's body was filled with black and white Qi, and the Great Crimson Heaven Taiqing Realm was opened up from the thirty-third heaven!

Within that Taiqing Realm, the Daoist rhythm flowed, as if the Great Dao were manifesting itself towards the mortal world, gentle and profound.

The Primordial Azure Qi flowed throughout Yuanshi's body, and the Jade Purity Realm of Qingwei Heaven, rising from the thirty-third heaven, suddenly opened up! Within that Jade Purity Realm, the Dao Qi was vast and boundless, seemingly the Great Dao itself.

The original body, the source from which the calamity began, is solemn and vast.

Tongtian's body was filled with the primordial yellow energy, and the Yu Yu Heavenly Pure Realm was suddenly opened up from the thirty-third heaven!

In that Shangqing Realm, the order of Yin and Yang flows, as if it were the Great Dao that inherited the creation of heaven and earth and established the laws of Yin and Yang, profound and exquisite.

Once the three heavens were opened, each of the Three Pure Ones left a clone to reside within those three heavens.

However, the duties of that clone were not the daily administration of that primordial world.

Rather, it is the higher level of the Great Way, which establishes the origin, sets the standards, and imparts teachings.

In the Jade Pure Realm of the Pure Heaven, the Primordial Heavenly Venerable's avatar sat high on the throne formed by the condensation of innate Dao Qi.

The primordial azure energy flowed around him; it was the essence of the Great Dao, the energy that marked the beginning of the calamity.

He was the very essence of the Great Dao, the initiator of the calamity that created heaven and earth.

He resides high in the Jade Purity Heaven, like the origin of the Heavenly Dao, establishing the foundation of all things in the universe.

He spoke slowly, his voice seemingly echoing from the beginning of time, distant and solemn:

"I am the Jade Pure Primordial Heavenly Venerable, the embodiment of the Great Dao."

My duty is not the routine administration of the primordial world, but the origin of heaven and earth, the foundation of all things.

In this Jade Purity Realm, I output primordial Dao Qi, laying the foundation for all things in the universe.

"In this Jade Purity Realm, I have transformed into countless primordial deities, expounding the True Scripture of the Cavern of Truth, and bestowing its teachings upon all generations."

As soon as he finished speaking, he raised his hand, and the innate Dao Qi surged out from his body, transforming into countless dazzling streams of light that scattered into the myriad realms.

Those streaks of light transformed into primordial deities.

There is the Jade Emperor, who, by the mandate of Heaven, rules over all the heavens.

There is Doumu Yuanjun, the mother of all the stars in the heavens.

There are the Nine Heavens of the Divine Firmament, who wield the power of thunder and divine punishment.

There are five elders from the five directions, who guard the five directions and five extreme places.

There are the Three Great Emperors, who are in charge of the responsibilities of Heaven, Earth, and Water.

There are those supreme gods of the sun and moon, who oversee the movement of the sun, moon, and stars...

Those primordial deities were born from the Daoist Qi of the Primordial Heavenly Venerable, each with their own duties and responsibilities.

From that time on, all the heavens and myriad realms had the source of all the gods and the order of the gods.

Yuanshi Tianzun, residing high in the Jade Purity Heaven, overlooking all the heavens and myriad realms, slowly said:

"I have created all the gods and established the origin."

However, I reside high in the Jade Pure Heaven and rarely interfere in the trivial matters of the mortal world.

Only when the foundation of Heaven's Dao shakes will I intervene to restore order to the universe and restore the balance of the world.

In the Pure Realm of Yu Yu Heaven, the avatar of Lingbao Heavenly Venerable sat on the throne where the Yin and Yang energies circulated.

The primordial yellow energy flowing around him was the energy that inherited from the creation of heaven and earth and established the order of yin and yang.

He is the source of the evolution of the Great Dao and the laws of Yin and Yang.

He sat upright in the Upper Heaven, just like the laws of that Heaven, establishing the rules that Heaven and Earth enforced.

He spoke slowly, his voice like the harmonious interplay of yin and yang, profound and exquisite:

"I am the Supreme Pure Spiritual Treasure Heavenly Venerable, the embodiment of the Great Dao and its laws."

My duty is to succeed the Primordial Heavenly Venerable after he created the world, to establish the order of Yin and Yang, to compile the Dongxuan Scriptures, and to transmit the laws of talismans, rituals, and thunder.

In this Pure Realm, I bestow titles upon the gods, assign them authority, and establish heavenly laws.

"I have established a complete system encompassing the Heavenly Court, the Thunder Palace, the Dipper Department, and Fengdu; in this Shangqing Realm, I oversee the arrangement of all the celestial stars and harmonize the calamities of heaven and earth."

As soon as he finished speaking, he raised his hand, and the Yin and Yang energies flowed out from his body, transforming into countless profound laws that scattered into the myriad realms.

The title of Jade Emperor was conferred by him.

The authority of the four emperors was divided by him.

He established the heavenly laws of that heaven.

He was the one who established the entire system of Leifu, Doubu, and Fengdu.

He controls the arrangement of the stars in the heavens; he decides the harmony of calamities in the world.

From that point on, all the heavens and myriad realms had the origin of that system and the foundation of that law.

All the principles of thunder magic, rituals, and talismans originate from Lingbao.

All the systems of Heaven and the Underworld originated from Lingbao.

Lingbao Tianzun sat serenely in the Upper Clarity Heaven, overlooking all the heavens and myriad realms, and slowly said:

"I do not create new gods, but appoint authorities; I do not concern myself with daily life, but establish laws and regulations."

The specific affairs governing the Three Realms are handled by the gods who inherit authority.

Within the Great Crimson Heaven's Pure Realm, the avatar of the Moral Celestial Venerable transformed into a wisp of mysterious white energy and quietly descended upon the mortal world.

His body was surrounded by a mysterious white aura, which was the manifestation of the Great Dao facing the mortal world.

He is the embodiment of the Great Way's teachings and human ethics.

He was not like the Primordial Celestial Venerable who resided high in the Nine Heavens, nor was he like the Lingbao Celestial Venerable who sat upright in the Dharma. Instead, he descended to earth after experiencing tribulations, wandering between the mortal and holy realms.

He spoke slowly, his voice as gentle as a breeze, warm and profound:

"I am the Supreme Celestial Venerable of the Great Purity and Morality, the embodiment of the Great Dao's teachings."

My duty is to descend to earth through countless eons, to teach human ethics, to expound the profound teachings of the Dao, and to write the Tao Te Ching, so as to guide ordinary people out of their confusion.

I am a rare and independent innate deity, but I descend to the mortal realm in countless forms to serve as the teacher of emperors, enlighten our ancestors, and transmit the great Dao to the world.

I wield the Dao of Elixir, manifesting the Earthly Deities to protect all living beings in the lower realms.

As soon as he finished speaking, the mysterious white energy transformed into countless clones, scattering into every corner of the mortal world.

Some transformed into teachers of emperors, enlightening the ancients and passing on the ways of governing the world.

Some transformed into hermits in the mountains, teaching mortals the art of alchemy.

Some transformed into old men in the countryside, passing on farming methods and teaching the principles of human relations.

In that mortal world, wherever there are lost souls, there is an incarnation of the Moral Celestial Venerable, quietly offering guidance.

The Celestial Venerable of Morality wandered between the mortal and sacred realms, and slowly said:

"My focus is on educating and guiding living beings and mediating the social order."

The rise and fall of the mortal world, the good and evil of human relationships, all bear my mark.

I do not hold a high position or wield power; my only wish is that all sentient beings in this mortal world may hear the Great Way, understand its principles, and turn towards goodness.

Once the three heavens opened, the Three Pure Ones took over, and the administrative operation of the primordial world was given a higher level of order that established its origin.

The specific affairs of the operation of the Three Realms are entrusted to the gods who have inherited the authority to carry them out.

The Jade Emperor God was born from the Daoist Qi of the Primordial Heavenly Venerable.

He was also bestowed a title by the Heavenly Venerable Lingbao, and resided high in the Heavenly Court, ruling over all the heavens and governing the Three Realms.

He commands the Four Emperors, including the Great Emperor of the Central Heaven, the Purple Star, and the Northern Pole, who oversee the sun, moon, stars, and the four seasons.

The Antarctic Emperor of Immortality governs the life and well-being of all things, as well as human lifespan and blessings.

The Heavenly Emperor of Gouchen Shanggong is in charge of the three realms of Heaven, Earth, and Man, as well as the two poles of North and South.

That which follows the example of the Earth Goddess Houtu, who is in charge of mountains, rivers, the earth, and the underworld.

There are also the Nine Emperors of the Divine Firmament, each wielding the power of thunderous punishment and the ability to slay demons and monsters.

There is also Doumu Yuanjun, who is the mother of all the stars in the heavens and governs the lives of all living beings.

Each of the gods held a specific position and performed their duties, working together to carry out the specific operations of the Three Realms.

The Heavenly Laws of that Heaven were established by the Heavenly Venerable Lingbao and enforced by the Jade Emperor.

The thunderous punishment was wielded by Jiu Chen, who carried out the punishment on behalf of Heaven.

The movement of the stars is controlled by Doumu, who governs the fate of all living beings.

The cycle of reincarnation in the netherworld is governed by Fengdu and follows the laws of the underworld.

From then on, the Three Realms had a complete and precise operating system.

In that mortal realm, there is an incarnation of the Moral Celestial Venerable, who teaches human ethics and morality.

In that immortal realm, there is a fellow Daoist named Zhen Yuanzi who governs both immortals and mortals.

In that netherworld, there dwells the Earth Goddess, who oversees reincarnation.

In the Heavenly Court, there are the Jade Emperor and his four emperors, and the Nine Heavenly Goddesses, who are in charge of the Heavenly Laws.

In every corner of that primordial wilderness, there were gods protecting it.

Every aspect of the Three Realms is maintained by that system.
