Connor had speculated about this before: his mentor Reyes did this to support his mole within the church to rise to power, and this person was very likely Edel, who took office as the bishop of the Church of Rune after the turmoil of the Secret Society.

If we assume that Connor's conjecture is true, and that Bishop Edel of the Church of Rune Storms is a mole of the Secret Society professor, then old Victor's request for Connor to forge the alchemical bomb seems understandable!

Cardinal Hummels of the Church of Storms appointed his trusted subordinate Langley as the leader of the Arbitrators of the Church of Loen, aiming to eliminate Edel, who had previously humiliated him.
