The other document is the "Memorandum of Understanding between Lanfang and Japan on Labor Export and Military Cooperation," also known as the "Caoxian Agreement." This is the real core document and the focus of the controversy.
"...Article 5, Paragraph 3," Finance Minister Wakatsuki read from the draft, his voice dry, "'The recruitment, training, and management of laborers' shall be the responsibility of the Sakura Kingdom government, with the Lanfang Republic providing necessary assistance. The safety, health, and food of 'laborers' during transportation shall be the responsibility of the Lanfang transport fleet, with the costs deducted from the total remuneration."
He looked up: "'Laborers'...do they know that means people going to war to die?"
"The wording must be like this," Foreign Minister Kato explained. "If we write 'soldier' or 'mercenary,' it becomes a state act, which violates international law. Writing 'laborers' can be interpreted as civilians voluntarily going out to work, with the government merely 'assisting in management.'"
Kenichi Oshima chimed in: "The key is the price. 350,000 men, totaling 70 million pounds. Lanfang will take 28 million, and we'll take 42 million. After deducting the costs of recruitment, training, equipment, and transportation, the net profit will be around 35 million."

He put the photo on the agreement.
"Put this in the file too. If anyone asks in the future why we signed such an agreement..." His voice was so low it was almost inaudible, "just say... it was so that the people of the Empire could have food to eat."
Kato's eyes reddened, and he lowered his head to take the photo: "Yes."
When the four left the study, it was already dawn. The streets of Tokyo were beginning to fill with the sounds of early risers, the bicycle bells of newspaper deliverymen, and the cries of tofu vendors; the lives of ordinary people continued.
