Chiang Luang District, also known as Chiang Luang Port, is an important port in the middle reaches of the Mekong River and a crucial node for Mekong River trade among China, Myanmar, Laos, and Eang. Goods from China are unloaded at Chiang Luang Port and then distributed to the inland areas of Eang.
Zhou Hong's "teacher" was Sorawong, a prosecutor from the Chiang Rai Provincial Prosecutor's Office stationed in Chiang Luang District.
Under current laws, prosecutors retire at age 60, and Solauon is already over fifty and nearing retirement age.
The prosecutor's office is located in the county police station building.
