Sharpening the Blade Against the Red Wall: From Hong Kong to Handong

In the spring of 2013, the National People's Congress and the Chinese People's Political Consultative Conference (NPC and CPPCC) concluded, and a new round of provincial-level personnel adjustments was launched. Shaanxi Province, a major province in Northwest China, saw unprecedented changes – the central government officially approved: Qin Zhenbang, the former provincial party secretary, was reassigned to a municipal party committee; Wang Jianjun, the former governor, was promoted to provincial party secretary; Zhang Ping, the former deputy provincial party secretary, was reassigned to a neighboring province as deputy provincial party secretary and candidate for governor; and an experienced cadre was transferred from a neighboring province to serve as deputy provincial party secretary and candidate for governor.

The most attention-grabbing event was Zhou Jin's appointment—based on his outstanding achievements during his six years of dedicated service in Yancheng, and in light of the province's actual development needs, the Central Committee decided that Zhou Jin would serve as a member, standing committee member, and deputy secretary of the Shaanxi Provincial Party Committee, while continuing to serve concurrently as secretary of the Yancheng Municipal Party Committee. This appointment signifies that the 41-year-old Zhou Jin has officially joined the core of the provincial party committee leadership, becoming the third most powerful figure in the province, while continuing to lead Yancheng, the "Pearl of Northwest China," achieving a dual leap in both position and responsibility.

The appointment announcement ceremony was solemnly held in the Provincial Party Committee Auditorium. The atmosphere was solemn and respectful, with members of the provincial leadership team, principal leaders of provincial departments, and top party and government officials from various cities and counties gathered together. The Vice Minister of the Organization Department of the Central Committee of the Communist Party of China attended the meeting to read out the Central Committee's personnel appointment and removal decisions, demonstrating both the importance attached to the construction of the Shaanxi Provincial leadership team and full approval of this personnel adjustment.

"This adjustment of the leadership team in Shaanxi Province was a decision made by the Party Central Committee after careful consideration and research, based on the overall national situation and the actual development needs of Shaanxi Province and the needs of cadre team building," said the Vice Minister of the Organization Department of the Central Committee. "Comrade Zhou Jin worked in Yancheng for six years, deeply rooted in the grassroots, working diligently and pragmatically, leading Yancheng to achieve a leap from a resource-dependent city to a model of green development, achieving remarkable success in both Party building and economic work. His achievements are evident to all. Appointing him as Deputy Secretary of the Shaanxi Provincial Party Committee and continuing to serve concurrently as Secretary of the Yancheng Municipal Party Committee is a full affirmation of his work by the Central Committee and also reflects its earnest expectations for the future development of Shaanxi Province."

Following this, the newly appointed Provincial Party Secretary Wang Jianjun delivered a speech. His gaze swept across the room, and his tone was earnest: "The Central Committee's appointment is both a sign of trust and a test. Shaanxi Province's high-quality development cannot be achieved without the leadership of Yancheng City, and even more so without cadres like Comrade Zhou Jin who dare to take risks and have outstanding achievements. I hope Comrade Zhou Jin will cherish the organization's trust, continue to leverage her strengths in her new position, not only to effectively lead by example in Yancheng City, but also to coordinate related work across the province, shouldering more responsibilities and making greater contributions to Shaanxi's development."

Dressed in formal attire, Zhou Jin walked confidently onto the podium. He had shed some of the naiveté of his early days as an "parachuted" official, replaced by a more composed and resolute demeanor. He bowed deeply, his tone humble yet firm: "Thank you for the trust of the Party Central Committee, thank you for the cultivation of the Provincial Party Committee, and thank you for the support of all the cadres and people of the province. In my six years in Yancheng, I have forged a deep bond with this red land, and I am keenly aware that the burden on my shoulders is growing ever heavier."

"Serving as Deputy Secretary of the Provincial Party Committee and continuing to serve concurrently as Secretary of the Yancheng Municipal Party Committee is a new starting point and a new test for me," he continued. "I will always keep in mind the ancestral motto of 'upholding integrity and seeking innovation, prioritizing the nation and its people,' and learn by doing and do by learning: First, I will remain true to my original aspiration, continue to deepen the Party's leadership, and promote the pilot experience of Yancheng to more places throughout the province; second, I will focus on development, continue to promote the '2010-2015 Development Plan' of Yancheng, consolidate the industrial advantages of green energy, characteristic agriculture, and red tourism, and strive to reach the trillion-yuan target as soon as possible; third, I will serve the whole province, actively integrate into the overall development of Shaanxi Province, serve as a model and lead the way, and help the province form a development pattern of 'one core leading and multiple points supporting'."

His speech was concise and powerful, devoid of empty slogans, but filled with pragmatic promises, winning enthusiastic applause from the audience. The Yan'an municipal officials sitting in the audience were deeply moved: from his resolute efforts to promote industrial transformation to his unwavering commitment to Party building, Zhou Jin has always let his achievements speak for themselves. His promotion is the best reward for his six years of dedicated hard work.

After the meeting, Wang Jianjun patted Zhou Jin on the shoulder: "Comrade Zhou Jin, the Provincial Party Committee has high hopes for you. Yancheng is the 'window' of Shaanxi Province. You must not only defend this position well, but also drive the coordinated development of surrounding cities and counties, so that the 'Pearl of Northwest China' can shine on more places."

"Please rest assured, Secretary Wang, I will certainly live up to the trust placed in me and fulfill my mission," Zhou Jin solemnly replied.

Stepping out of the provincial party committee auditorium, the warm spring sunshine bathed Zhou Jin. Gazing at the distant Qinling Mountains, his mind was filled with countless thoughts. In six years, he had risen from mayor to party secretary, and now to deputy secretary of the provincial party committee, each step firmly rooted in hard work; Yancheng had transformed from an inland town into a pearl of the northwest, every change a testament to the sweat and toil of its cadres and people.

Today, he is not only a participant and promoter of the province's development, but also the helmsman of Yancheng's development. His responsibilities are heavier, and he faces more challenges—how to replicate and promote Yancheng's experience? How to coordinate the development of the entire province and Yancheng? How to lead Yancheng towards its trillion-yuan target?

But Zhou Jin saw these challenges as motivation to move forward. He took out his phone and sent a message to his wife, Chen Panpan: "My appointment is confirmed, and I will continue to stay in this land. Once this busy period is over, I will bring you, Shouzheng, and Nianqi to Shaanxi Province for a family reunion."

Soon, Chen Panpan replied: "Everything is fine at home, so you can focus on your work. Shouzheng and Nianqi said they'll wait until Dad leads Yanshi to become a trillion-yuan city before they come to celebrate with you."

Looking at the message, Zhou Jin smiled with relief. He knew that no matter how long the road ahead, his family would always be his warmest harbor, and the belief of "serving the people and building the country through hard work" would always guide him to forge ahead on the new journey.
