Chapter 3 The First Signs of Turmoil in the West Wing

As soon as Director Wang Hongmei entered the courtyard, she raised her voice, her tone carrying the distinctive penetrating quality of a street-level cadre: "Everyone come out for a moment! We'll have a short meeting to introduce a new neighbor!"

That shout was like a boulder thrown into a calm (but actually turbulent) lake.
